- Naval Undersea Warfare Center Division Keyport intends to issue a solicitation for the following commercial supply items in accordance with FAR 12: Integrated Circuit (IC) Sample Preparation and Sectioning System, consisting of an IC Sample Preparation Station, Precision Saw, and a Lapping and Polishing Station. The three stations will be individual units, each capable of handling a variety of ICs. Each station will use either 120 VAC, 60 Hz power or 220 VAC, 60 Hz power. The vendor shall install and provide training for each station. The requirement will include the following contract line item numbers (CLIN): CLIN 0001 IC Sample Preparation and Sectioning System, quantity of one (1) CLIN 0001 Training, quantity of one (1) Proposals will be evaluated on the basis of best value to the Government. Offerors will be evaluated on the basis of lowest price, technically, and past performance acceptable to the Government; that is, selection of the contractor is to be based on the establishment of minimum requirements to be evaluated on an acceptable or unacceptable basis. The offeror must be determined to have acceptable technical and past performance before further consideration will be given. The solicitation number for this requirement, when issued, will be N00253-13-T-0355. It is anticipated that the resultant contract will be a firm-fixed price contract. The applicable NAICS Code for this requirement is 333242 with a small business size standard of 500 employees or less. The procurement will be solicited on an unrestricted basis (no type of set-aside will be used). Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610. Delivery shall be 42 days after date of contract award. Inspection/Acceptance will be at Destination. It is anticipated that the solicitation will be issued on or around 01 July 2013. The closing date of the solicitation will be 17 July 2013, unless a later date is specified in the solicitation. The RFP will be posted on the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navy.mil and will also be available for download at http://www.fbo.gov/. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. A bidders list will not be maintained by this office; and no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of proposals may render your offer non-responsive and result in rejection of the same.
