- The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following item:. 150 lbs of CL-20 class number: 1.1D; CL-20 UN: UN0475; CL-20 Substances Explosives, n.o.s. (CL-20 (wetted with 15 percent water), EX-9405294. This requirement is sole sourced ATK Aerospace Group, P.O box 707, M/S F00, Brigham City, UT 84302, due to the years of experience in processing propellants has provided valuable insight in the differences to propellant processing, propellant mechanical properties. Because subtle differences can have a major impact on the behavior of propellants, it is required that changes are avoided all together. For this reason when a product from a particular manufacturer is known through experiences and substantial testing, it is desired to continue to use product the same from manufacturer. Any firms believing that they can provide the CL-20 Substances Explosives may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firms ability to be responsive without compromising the quality, accuracy or reliability of the CL-20 Substances Explosives without causing programmatic hardship.
