Solicitation Number: PMT# PMA-209-0344 Notice Type: Presolicitation Posted Date: June 14, 2013 Archiving Policy: Automatic, 15 days after response date Archive Date: June 28, 2013 Original Set Aside: N/A Set Aside: N/A Classification Code: 59-Electrical and electronic equipment components NAICS Code: 334 -- Computer and Electronic Product Manufacturing/334511 -- Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing Synopsis: The Naval Air Systems Command (NAVAIR) intends to award a new Delivery Order under Basic Ordering Agreement (BOA) Number N00019-11-G-0018 to Rockwell Collins Government Systems (RCGS), Inc. of Cedar Rapids, Iowa to integrate Link 16, Tactical Targeting Network Technology (TTNT) version 6 and "C" band waveform functions from existing products into Software Reprogrammable Payload (SRP) Spiral II upgrade. Additionally, this includes the integration of command and control functions into the existing SRP Ground System Software (GSS). The new Delivery Order will be awarded on a sole source basis to Rockwell Collins Government Systems under the authority of 10 U.S.C. 2304 (c) (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." As the designer, developer, and OEM, RCGS is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems.
