In accordance with FAR 6.100 and FAR 15, these services are being procured using full and open competition procedure. In 2011, USAID/Mozambique, in collaboration with the Government of Mozambique’s Ministry of Health, launched the Health Infrastructure Development Program (HIDP). This program supports the Government of Mozambique’s efforts to improve and expand its health care services. The HIDP is a multi-year program involving existing and new health care facilities, staff housing, training establishments, laboratories, and warehouses, as well as supporting solar power and water supply systems. It contributes to PEPFAR’s (U.S. President’s Emergency Plan for AIDS Relief) Goal III: Strengthening the Mozambican health care system. The main goal of PEPFAR is to contribute to a sustainable and coordinated response to the HIV/AIDS crisis in Mozambique. Scope of Work The purpose of this solicitation is to obtain construction services for up to 16 Rural Health Centers in the Provinces of Tete, Zambezia, and Nampula. As defined in the attached supporting documents, each center consists of the Rural Health Center buildings, facilities, and staff housing, including supporting solar power, boreholes, pumps, water distribution, and accompanying sanitation systems. A one year warranty period for each site is required. Additionally, the scope of work includes the training of local workers (plumbers and electricians) to operate and provide basic water and electrical maintenance services. The sites are located in rural areas with varying road access conditions. The location’s coordinates are provided in this package. Please refer to the site location maps in the Technical Specifications and Drawings for details. Each Rural Health Center consists of four building types, a Maternity Unit, an attending or Exam Block, a house for pregnant mothers, and staff housing. The total building area for each Rural Health Center is approximately 600 m 2. Of the 16 sites included in this project, 15 are to be equipped with solar power systems for lighting, water pumping, and power outlets. One site is to be connected to the national grid. The scope of work includes the solar panel array, batteries, distribution, and related control systems. Facilities for accommodating a solar powered refrigerator are also included; however the appliance is not part of this scope. For the purposes of this solicitation, sites are divided into three lots grouped by province. Prospective Offerors may submit a proposal for one, two, or all three lots. Offerors must only submit a proposal for complete lot or lots. Proposals for partial lot(s) will not be accepted. USAID preference is to award one contract for all three Lots. To be considered for award, contractors or joint ventures must: (1) must be legally registered in Mozambique at the time of proposal submission; and (2) possesses a valid Class VII license. The deadline for submission of proposals is July 19, 2013 at 03:30 pm local time. Please note that an early submission is encouraged and welcomed.
