Description
DETERMINATION TO SOLICIT FROM A SINGLE SOURCE Solicitation No.: R13PS30243 Project Name: IPower Renewal, NERC/WECC 1..Agency and Contracting Activity. Bureau of Reclamation, Lower Colorado Regional Office Hoover, Parker, and Davis Dams. 2. Name and Address of Single Source. Technical Marketing Manufacturing Inc. (TMMI) 5000 Robb Street Wheat Ridge, CO, 80033 3.Description of Supplies/Services and Estimated Cost. This requirement is for the purchase of Maintenance for iPower software used at Hoover, Parker and Davis Dams. iPower combines the strength of Proficy HMI/SCADA - iFIX, with additional functionality including built-in object security, enhanced graphic capability, standard operator interfaces, alarm and event reporting and standard drag and drop electrical utility objects. IPower software is currently being used by Lower Colorado Dams Office (LCDO). This purchase is for the yearly maintenance support of the software. IPower Software renewal is required because this service provides technical assistance to Reclamation employees when software issues are encountered and provides automatic software upgrades for the entire support year. 4.Description of Circumstances, including why only one source is reasonably available. TMMI is sole source and only authorized distributor for GE Intelligent Platform Inc. for the purchase, distribution, maintenance and support of iPower software. GE Intellingent does not have any authorized distributors of the maintenance for the iPower software. See attached Sole Source form from TMMI. IPower is currently in use on the SCADA systems at Hoover, Parker, and Davis Dams and support is required by NERC\WECC mandates. 5.Determination of Fair and Reasonable Cost. This amount has been determined to be fair and reasonable based on the cost of similar software maintenance renewals found on GSA (See attached). Therefore, TMMI's price is determined to be fair and reasonable to the Government. 6.Description of Market Research. A sources sought was posted on 04/16/2013 and one response was received.Although this company confirmed they were able to provide the support, GE Intelligent Platforms, the manufacturer of IPower maintenance products advised that TMMI is their authorized dealer for the software maintenance renewal and that companies that claim they can provide the same service will need to purchase the service from TMMI and then re-sell it for a fee.
