Performance Work Statement GENERAL INFORMATION: Document Type: Sources Sought Notice Notice Number: APP-H-2013-092 NAICS Code: 611430 NOTES: This is NOT a solicitation for proposals, proposal abstracts, or quotations. This Sources Sought notice is a mechanism for obtaining feedback from industry in regard to the general requirements as stated below. It is a market research tool to determine potential sources prior to the issuance of a RFP. THIS IS NOT A INVITATION FOR BIDS OR A REQUEST FOR PROPOSAL (RFP). PLEASE DO NOT SUBMIT A PROPOSAL. TITLE: Housing Counseling Training, Testing, and Certification DESCRIPTION OF SERVICES REQUIRED: The U.S. Department of Housing and Urban Development (HUD) Office of the Deputy Assistant Secretary for Housing Counseling, Office of Outreach and Capacity Building, is seeking contractor services to provide for the development of training, testing, and certification of Housing Counselors to meet the requirements of the Dodd-Frank Act of 2010. The Dodd-Frank Act of 2010 requires that individual housing counselors participating in HUD's Housing Counseling Program shall demonstrate, by written examination, competence in providing counseling in each of the following areas: 1. Financial Management; 2. Property Maintenance; 3. Homeownership and Tenancy; 4. Fair Housing Laws and Requirements; 5. Housing Affordability; 6. Avoidance of, and responses to, rental and mortgage delinquency and avoidance of eviction and mortgage default. OBJECTIVES: The contractor shall develop training and testing materials and processes that will allow individual housing counselors to successfully pass the certification exam required by the Dodd-Frank Act of 2010. The contractor must be able to develop and maintain a website to administer the training and testing developed by the contractor. CONSTRAINTS: The work identified in this contract will adhere to the rules, regulations, laws, standards and conventions identified by HUD as well as within the Federal Government. Constraints may include but are not limited to: The Housing Counseling Program is governed by the provisions of the HUD Housing Counseling Program Handbook 7610.1, 24 CFR Part 214 Final Rule, applicable Mortgagee letters, applicable OMB regulations. and the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank) Subtitle D-Office of Housing Counseling. At a minimum the services shall have the capability to: • Develop and deliver an on-line, interactive HUD Dodd-Frank Compliance Training for housing counselors employed by HUD participating counseling agencies. • Develop and implement an on-line HUD Housing Counselor Certification Examination for housing counselors employed by HUD participating counseling agencies. • Develop and maintain a website that provides housing counselor's access to the HUD Dodd-Frank Compliance Training and HUD Housing Counselor Certification Examination. • Rapidly deploy a training, testing, and certification program within one year of award. SPECIAL QUALIFICATIONS: Contractor must employ one or more experts, by virtue of profession, or experience in the housing counseling industry. Contractor must employ one or more experts by virtue of profession, education, or experience in on-line testing and training development and administration. Contractor must employ one or more experts by virtue of education (bachelor degree or higher level in secondary or adult education) and experience in adult education (curriculum development and instruction). KEY PERSONNEL HOUSING: Counseling Industry expert is defined as an expert by virtue of profession, or experience in the housing counseling industry. On-line Education and Testing expert is defined as an expert by virtue of profession, education, or experience in on-line testing and training development and administration. Adult Education expert is defined as an expert by virtue of education (bachelor degree or higher level in secondary or adult education) and experience in adult education (curriculum development and instruction). QUALITY CONTROL: The Contractor shall establish and maintain a complete Quality Control Program that shall ensure services are performed in accordance with this contract. The Contractor shall develop and implement procedures to identify, prevent, and ensure non reoccurrence of defective services. The Contractor's quality control program is the means by which he assures himself that his work complies with the requirements of the contract. The Contractor shall provide the associated Quality Control Plan. APPLICABLE REGULATIONS/MANUALS/DOCUMENTS/PUBLICATIONS The Contractor shall abide by all applicable regulations, publications, manuals, and policies and procedures in the performance of this contract. DESCRIPTION OF CURRENT SYSTEM: Currently, HUD's Housing Counseling Program approves counseling agencies, not individual counselors, with the exception of reverse mortgage counselors. HUD requires individual reverse mortgage counselors to be tested and certified, and to deliver reverse mortgage counseling, also referred to as Home Equity Conversion Mortgage (HECM) counseling, in accordance with the HUD HECM Counseling Protocol. Dodd-Frank expands HUD counselor certification to include other housing counseling services. HUD proposes to develop, or utilize existing, housing counseling standards content for pre-purchase, homebuyer education, mortgage default, rental, post-purchase, and homeless counseling services. HUD also proposes to develop criteria with which to approve and recognize housing counseling training, testing and certification programs for the purpose of meeting HUD standards for individual counselor approval. INFORMATION SUBMISSION INSTRUCTIONS: 1. Page Limitations: Interested vendors should submit a tailored capability statement for this requirement not to exceed fifteen (15) single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details and demonstrates the firm's ability to perform the aspects of the notice described above. The vendor must include three references and contact information in the Capability Statement. The period of performance for the demonstrated abilities to perform should also be identified. Vendor responses should demonstrate their capability for each of the requirements stated in the description of services required above. The vendor should also identify NAICS Codes for similar work accomplished including past performance. The Capability Statement should demonstrate to HUD that the vendor understands the objectives of the Sources Sought and the tasks required to meet strict statutory and regulatory timelines to accomplish the services. Offerors' capability statements should demonstrate recent past performance and/or performance within 3-5 years. Tailored capability statements should also include an indication of current certified business status such as small business, large business, etc.; this indication should be clearly marked on the first page of your Capability Statement, as well as, business name, point of contact, address and DUNS number. 2. Number of Copies: All capability statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via e-mail) in Adobe Portable Document Format (PDF) to Contract Specialist, Geneva D. Maphis, at Geneva.D.Maphis@hud.gov. The e-mail subject line must reference Source Sought#: APP-H-2013-092, as well as, the company name.
