- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY Agile Transformation 1.0 BACKGROUND The Contractor shall develop and implement an Agile Strategic Implementation Plan, to include documentation of the Plan implementation. Support shall include providing Agile technical mentoring and coaching services to Office of Information and Technology (OIT) Product Development (PD) Software Development Team (SDTs) and Integrated Project Teams (IPTs) to enhance the skill sets and knowledge of the OIT staff for current and future programs. (See attached draft Performance Work Statement). 2.0 RESPONSE INSTRUCTIONS a.Provide a brief summary of your technical approach to meet the requirements via email to the Contract Specialist listed below by close of business on July 1, 2013. Offerors shall be aware that the file size for email submissions is 5MB. The following information is required as part of the submission: "Company Name, Cage Code, and Duns Number; "Sales Representative or Company Representative Contact Information; "The NAICS code applicable to this acquisition is 541611. The Small Business Size Standard for this NAICS code is $14M. Please indicate your company's size under this NAICS. b.Provide answers in regard to the Government's questions 1-6 listed in Section 3.0 below; c.Has the draft PWS provided sufficient detail to describe the technical and functional requirements that encompass the desired solution? d.______ YES ___ ____ NO (if No, answer question e) e.If "NO", please provide your technical and functional comments/recommendations on elements of the PWS that may contribute to a more accurate proposal submission. 3.0 INDUSTRY QUESTIONS 1.Clearly define your perception of the problem as described by the PWS in Requirements Section 5.0 2.What skills would your team propose to solve the problem as presented by the VA? 3.What is the experience level of your coaching, mentoring teams, and cultural change in an IT organization? 4.What issues do you see in achieving the VA's goal? How do you propose resolving those issues? 5.List at least 2 examples indicating when and how your team implemented coaching, mentoring, and cultural change IT departments of where your team has performed similar services in the Government. a.What were the challenges and how did you resolve them? 6.Is your team on board to start immediately upon receipt of contract? Responses to this RFI by interested parties will be used as part of market research by VA representatives to finalize the PWS and develop the acquisition strategy. This RFI is issued solely for information and planning purposes and does not constitute a solicitation or a promise to issue a solicitation in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Veterans Affairs (VA) is not at this time seeking proposals and will not accept unsolicited proposals for the effort described herein. Respondents are advised that the Government will not pay for any information, administrative, or shipping costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested vendor's expense. Please submit any questions regarding this RFI to the Contract Specialist listed below not later than Tuesday June 25, 2013 and the Contracting office will coordinate a response and post to FedBizOps.
