- Description
- The United States Special Operations Command (USSOCOM) is issuing a solicitation for a one-year sustainment contract to procure Special Operations Forces Personal Equipment Advanced Requirements (SPEAR) hard armor ballistic inserts. The Government intends to award a one year Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) production contract(s) for a fully developed item to the offeror(s) with the best value to the Government. This is not a R&D contract; the offeror must be the Original Equipment Manufacturer (OEM) and submit data demonstrating conformance to all of the requirements in the Performance Specification and those set forth in the Berry Amendment. The North American Industry Classification System (NAICS) Code for this procurement is 339999. The program will use full and open competition to fulfill the SPEAR hard armor ballistic insert requirement. The solicitation is tentatively scheduled for release in July 2013. The minimum contract value shall be $100,000.00 and the maximum contract value shall be $6,000,000.00. The minimum and maximum may be derived from any combination of the hard armor components identified by the Government. The Government reserves the right to award multiple contracts. Only those offers with a U.S. verifiable production line that are the OEM shall be considered by the agency. The required ballistic plates must fully pass both SPEAR and DOT&E First Article Testing (FAT) requirements prior to contract award and at no expense to the Government. To be considered for award, all proposed plate technologies/configurations must have been previously ballistically tested (both conditioned and unconditioned) in accordance with the SPEAR and DOT&E FAT requirements outlined in the solicitation. A small business subcontracting plan is required for all offerors that do not meet the small business size standards under NAICS code 339999. To be eligible for award, contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM at www.sam.gov.
