- Draft SOW June 2013 The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source contract. Dr. Philip Shiman, Springfield, VA. This requirement is being conducted under the Simplified Acquisition Procedures. Per FAR 13.106-1(b)(1), Soliciting from a single source - For purchases not exceeding the simplified acquisition threshold. In accordance with FAR 13.106-1(b)(1)(i) Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. The required services are to assist the Office of the Secretary of Defense-Historical Office in completing the book series entitled, "History of Acquisition in the Department of Defense". Specifically, the support involves assisting with the writing of a new chapter on the acquisition process, extensively revise the historical context and Air Force chapters, and make final revisions to all other chapters based on written comments from the Office of Secretary of Defense-Chief Historian and the Defense Acquisition History Series Editor. The contractor shall also submit copies of all supporting documents and help complete tasks related to book production, such as writing acknowledgments; final collection of illustrations, charts, and tables; and assisting with the preparation of captions, inserts, appendices, and a bibliography The contractor has the required comprehensive knowledge of the content of the manuscript needed to understand how to revise it and how changes made in one part of the manuscript will effect interpretations and analyses in other parts of the manuscript. The contractor holds a Ph.D. in history from Duke University and has been a successful historian researching and writing a volume for the Defense Acquisition History Project. The contractor has also written and lectured extensively on military engineering in the nineteenth century, is a contributor to the U.S. Army Corps of Engineers' comprehensive history, and is an expert on engineering in the Civil War. The contractor's unique qualifications are: General knowledge of the national security system of the United States and of the history and organization of the OSD, the Joint Chiefs of Staff, and each of the military services from 1989 through 2001, possession of detailed knowledge of policies, organizations, and processes related to the acquisition of major weapon systems by the DOD, including specifically OSD, the Joint Chiefs of Staff, and each of the military services, particularly during the years 1989 through 2001 and has a thorough knowledge of the roles of the White House, the Congress, and defense industry related to the acquisition of major weapon systems by the DOD from 1989 through the 2001. The draft Statement of Work is attached. The Government anticipates a Firm Fixed Price Contract for a period of performance of 12 months. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. This notice of intent is not a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All information submitted should support the offeror's capability to provide the required services, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award.
