- Commander, Navy Installations Command, Millington, TN., intends to award a firm-fixed-price sole source contract to National Child Traumatic Stress Network, Senior Contract and Grant Officer, University of California, Los Angeles, CA. Proposed Procurement: OSD Family Advocacy Program (FAP) requires assistance to contract with National Child Traumatic Stress Network (NCTSN) to facilitate OSD's participation in the NCTSN Learning Collaborative and to develop the NCTSN Learning Collaborative. OSD's intention is to substantially raise the standard of care and contribute to meeting the challenges of mental health workforce development for military families and children. Using NCTSN Learning Collaborative building upon previous successes. The contractor shall develop and coordinate a Community of Practice (CoP) for military and community providers using online, distance-learning technology and empirically-supported teaching techniques. This approach will allow for expert based training, consultations, supervision and coaching for military and community providers located throughout the country. The NCTSN is at the forefront for dissemination of best practices, latest research and information pertinent to fron-line behavioral health providers. The NCTSN currently serves as a clearinghouse for the latest information related to behavioral health care for service members, veterans, and their families. No solicitation package will be issued. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement. CNIC will consider responses received by 4:30 P.M., Central on 28 June 2013. Inquiries will only be accepted via email to Jovencia.Williams@navy.mil. No telephone requests will be honored. A determination by the Government not to compete the proposed procurement based upon responses to this notice is soley within the discretion of CNIC. Information received will normally be considered solely the purpose of determining whether to conduct a competitive procurement in the future.
