Description
The Bureau of Reclamation, Great Plains Region, Montana Area Office (MTAO) is issuing a solicitation and subsequently a Firm Fixed Price purchase order for one (1) New Single Phase Static Inverter. Requirement: A continuous-duty, solid state, ferroresonant inverter assembly that will be used as an integral part of the powerplant Uninterruptible Power Supply (UPS) system. The new single phase inverter shall produce clean, conditioned 120/240 VAC output power (3 wire) utilizing either the normal AC power source (480 VAC) or the emergency DC power source (130 VDC) as input power. The new inverter assembly shall include a phase-controlled rectifier, a rectifier blocking diode, a 1-phase output ferroresonant inverter, a static transfer switch that will facilitate synchronized transfer (zero break) to and from the bypass power supply (automatic and manual transfer mode), AC and DC input circuit breakers, and the options specified here-in. Following are two key components of the new on-line UPS system that exist at the powerplant and are being retained for integration with the new inverter assembly: (a) Station Service 130 VDC Battery Bank & Chargers (125A feeder breaker available) (b) Manual UPS Output Transfer Switch (120/240 VAC, 100 Amp, 3-pole, break-before-make, 2 Position-Normal/Bypass) - Used to bypass the inverter and static transfer switch for maintenance purposes. Delivery: F.O.B Destination The associated North American Industrial Classification System (NAICS) code for this procurement is 335999 with a small business size standard of 500 employees. This requirement is UNRESTRICTED and all qualified quoters may submit quotes. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The solicitation and any subsequent amendments will be posted to the website www.fbo.gov. Prospective quoters are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the quoter to access the posted documents. No telephone or fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. The solicitation shall be posted on or about 21 June 2013 with a response date of on or about 22 July 2013. The buyer will NOT provide a hard copy of the Solicitation package. Quoter must be registered in the System for Award Management (SAM) database before an award can be made to them. If the quoter is not registered in the SAM, it may do so through the SAM website at http://www.sam.gov.
