Only one responsible source and no other supplies or services will satisfy the agency?s requirements. This procurement is recommended to be processed without full and open competition for purchase of a 1 year license for the eHits Lightning (Cell processor/PS3) from the company SimBioSys, Inc. SimBioSys, Inc has exclusive copyrights, patents, and/or trade secret ownership, and is the sole vendor of current and future upgrades of the software. Software purchase with maintenance entitles the holder to technical assistance, training and free upgrades for the period of 1 year. This eHiTS (electronic High Throughput Screening) Lightning software provides numerous flexible ligand docking tools that consider 3D shape fitting as well as chemical complementarily between ligand and receptor. eHits Lightning offers a fast docking tool (the fastest in the world: http://www.simbiosys.ca/whatsnew/news/index.html#20080424 and http://www.simbiosys.ca/science/white_papers/eHiTS_on_the_Cell.pdf )and the ability to accurately screen large libraries. The flexible ligand docking problem is often divided into two subproblems: pose/conformation search and scoring function. For virtual screening the search algorithm should have the following desired properties: fast, provide a manageable number of candidates and able to find the optimal pose/conformation of the complex. Algorithms employing stochastic elements or crude rotomer samplings fail to satisfy the last criterion. This product offers the ability to perform accurate, flexible ligand docking at speeds approaching the crude VHTS methods. It is capable of processing all current exchange formats for chemical structures (SDF, SMILES, InChI, names) and has a sophisticated range of tools for the generation, modification, augmentation, and merging of such files. The software is capable of seamlessly linking multiple processes into a single efficient processing scheme drawing on a range of available commercial and public open source applications. These capabilities will greatly facilitate generation and quality management of structure-annotated toxicity data files associated with EPA and public data files in support of NERL-HEASD-EDRB modeling initiatives in an out-of-box solution. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within three (3) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
