- The work includes, but is not limited to, the following: The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform refuse collection and disposal services at various locations, Oahu, Hawaii, by means of a combination Firm Fixed-Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Contractor shall provide multiple containers and refuse collection and disposal services to ensure refuse is properly collected and disposed; furnish and position each multiple container (which includes "On-Call" multiple containers) at the Multiple Container Stations (MCS) as required, to best aid the user in disposing of refuse and to minimize interference with adjacent sidewalks, parking areas, roadways, etc.; provide collection of solid wastes to ensure refuse is properly collected; remove normal refuse from multiple containers to ensure refuse is properly collected; remove biosolids from multiple containers to ensure it is properly collected; remove green waste from multiple containers to ensure it is properly collected; dispose of the solid waste to ensure compliance with all applicable local, state, and federal laws and regulations. Bulk refuse items (such as air conditioning equipment, water heaters, refrigerators, etc.) collection and disposal are not included. The NAICS Code for this procurement is 562111 and the annual size standard is $35,500,000. The contract term will be a base period of five months plus four option years. The total term of the contract, including all options, will not exceed 60 months. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. In either case, the Government will not synopsize the options when exercised. IDIQ work will be issued via the DOD EMALL, a web-based ordering system, using Government purchase cards. This contract will replace a contract for similar services awarded in 2009 for $2,054,172.00 (firm fixed-price) and $781,433.75 maximum (indefinite delivery indefinite quantity). We will include information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) with the solicitation package. We do not require requests under the Freedom of Information Act for this information. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ when it becomes available. All interested offerors shall register at the website. No notice of solicitation activity will be provided to interested offerors. Large business concerns shall submit a subcontracting plan. The solicitation utilizes source selection procedures which require offerors to submit a technical and price proposal for evaluation by the Government. Proposal receipt date is approximate.
