- THIS NOTICE IS ISSUED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) SUBPART 5.2 - SYNOPSIS OF PROPOSED CONTRACT ACTIONS. THIS IS A PRE-SOLICITATION NOTICE ONLY. NO PROPOSALS OR RESPONSES ARE REQUESTED AT THIS TIME. The U.S. Department of State anticipates issuing solicitation number SAQMMA13R0297 as a Request for Proposals (RFP) through the Government-wide Point of Entry (GPE) (www.fedbizopps.gov) approximately 7-10 days after the issuance of this pre-solicitation notice. The RFP will be issued pursuant to the procedures at FAR Part 12 in conjunction with FAR subpart 16.504, as a 100% small-business set-aside to establish an Indefinite-Delivery Indefinite-Quantity contract, with a base period of 12 months and four one-year option periods for supplies and services as follows: The Bureau of Information Resources Management (IRM) at the Department of State (DOS) requires the acquisition, engineering, design, installation, integration, user/admin training, and remedial routine/on-call and preventive maintenance services for Video Teleconferencing (VTC) systems and all associated peripheral equipment (monitors, controllers, Audio/Video switches, licenses, etc.) for DOS bureaus, offices, and posts. Although these systems will be primarily installed domestically within the continental United States, overseas installations are possible. The contractor shall be responsible for delivering a complete, fully functional, “turnkey” system to DOS on an order-by-order basis for VTC system equipment and associated services. Some of the video teleconference supplies required by the RFP will be solicited on a brand-name-only basis (Cisco/Tandberg brand), and a Justification and Approval for such restriction shall be posted with the solicitation pursuant to FAR 5.102(a)(6). After the solicitation is issued, all responsible sources may submit a proposal which shall be considered by the agency. The DOS expects proposals to be due approximately 21-30 days after issuance of the solicitation and expects award of the IDIQ contract(s) to occur approximately 45-60 days after receipt of proposals.
