- The Doughspoon Road project consists of reconstructing and stabilizing approximately 9.1 miles on National Forest System Road (NFSR) 112 (Doughspoon Road), 1.5 miles on NFSR 112.1a and 1.0 mile on NFSR 112.2A. Required work includes construction of surface drainage structures, stabilization of stream crossings and boggy sections, removal of shoulder berms, minor surface repairs, improvement of ditch drainage, removal of pipe culverts, and seeding of disturbed areas. A portion of the project is located adjacent to a City of Delta water pipeline. The contractor is responsible for verifying all utility locations in advance of beginning work. All work will be performed in Delta County, Colorado. This project is being advertised as a total small business set-aside and is open to all qualified small businesses. The North American Industry Classification System (NAICS) code is 237310 and the small business size standard is $33.5 million. The U.S. Forest Service encourages the participation of disadvantaged, service disable veteran, and women owned business enterprises. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov. All questions pertaining to the solicitation must be submitted in writing to Jay Tobin at jtobin@fs.fed.us. All Offerors shall be registered to the System for Award Management database ( www.sam.gov ) to be eligible for award. Offerors shall respond to all instructions in Sections B, K and L to be considered responsive to this solicitation. Offerors that fail to meet these criteria may not be considered for award. The statement of magnitude for this project is between $100,000 and $250,000. Performance / payment bonds will be required for any offer (and subsequent award) exceeding the Simplified Acquisition Threshold - $150,000; below that level only an approved form of alternate payment protection (bond, irrevocable letter of credit, or certificate of deposit) will be required. Prospective offerors are advised per FAR 52.232-18 that funds are not presently available for this contract and no award will be made unless and until funds become available. It is anticipated that funds will become available prior to the end of the current fiscal year, September 30, 2013, at which time an award may be made. A pre-proposal site visit is scheduled for July 12, 2013 at 9:00 AM in conjunction with the Pipeline Road project (AG-82MK-S-13-0015). The visit will begin at the National Forest Boundary on Pipeline Road (NFSR 110); ATV's/UTV's are recommended. Prospective Offerors are requested to email jtobin@fs.fed.us to confirm attendance. The anticipated date for issuance of the solicitation is on or around July 25, 2013. The actual due date of offers will be identified on the solicitation.
