Description
Synopsis: This Request for Information (RFI) N00024-13-R-2217 is issued in anticipation of a potential future procurement. Naval Sea Systems Command (NAVSEA) is conducting market research to determine the availability of various different dimensions of Inflatable Boats and Rigid Inflatable Boats possessing the characteristics listed below. The boats must be new construction, but derived from proven designs previously built by the contractor. Existing boats or conversion vessels will not be considered. The boats will be procured to support a variety of Foreign Military Sales (FMS) programs, with potential for worldwide operation. All information, data, and drawings submitted in response to this announcement will be considered śopen source ť and available for unlimited public distribution. As such, all information must be received without restrictive markings. Do NOT submit proprietary data with the information provided. Do NOT submit any information that is classified or improperly marked as classified information (please note that this includes marking a document with the term Confidential). The boats are required to support a variety of missions. Examples include (but not limited to): maritime/riverine security missions and training of personnel for deployment. Intent is to procure the following boats: 1) two (2) 5.30 meter (17 ™5 ť) rigid floorboard with sixty (60) hp, 2) three (3) 5.30 meter (17 ™5 ť) roll-up floorboard with fifth (50) hp, 3) four (4) 4.70 meter (15 ™5 ť) roll-up floorboard with forth (40) hp, and 4) two (2) 5.90 meter (19 ™4 ť) rigid hull boats with two seventy (70) hp. All dimensional requirements are approximation. All engines are to be outboard Mercury or Yamaha or equivalent. NAVSEA is seeking responses from contractors that can provide ONE or MORE of the boats configurations (5.3m [two different floor], 5.9m (Rigid Hull), and/or 4.7m in length with outboard propulsion systems) which meet the following notional characteristics and requirements: (a) All boats must be new construction, but derived from a proven hull design. Existing boats or conversion boats will not be considered. (b) Dimensions: Baseline boats should have one or more of the following molded lengths (notional): 5.3m [two different floor], 5.9m (Rigid Hull), and/or 4.7m. Length overall may be longer to suit collar/propulsion installation. (c) Performance: Speed, Range and Payload requirements will vary based on boat length. What to submit: Interested sources are encouraged to submit a single compact disc (CD) containing the following: 1. A cover letter containing the following: (a) The name and address of the contractor and where such boats would be built; (b) Point of contact including name, title, phone, and email addresses; (c) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business. 2. A summary specification that describes that the boats being offered are of existing designs that meet the above listed requirements for the 5.3m [two different floor], 5.9m (Rigid Hull), and/or 4.7m Inflatable boat. All offered boat characteristics (including molded length, length overall, beam overall, beam w/tube deflated and draft) should be identified for chart comparison. Where existing designs are not available in all three baseline lengths identified above, sources are encouraged to respond with information on boat sizes that are offered. 3. For each baseline boat length (5.3m [two different floor], 5.9m (Rigid Hull), and/or 4.7m), provide the rated performance of existing designs, and including maximum payload rating (including maximum crew/passenger complement) 4. For each baseline boat length (5.3m [two different floor], 5.9m (Rigid Hull), and/or 4.7m), identify propulsion options offered (compared to notional requirements listed above) 5. General Arrangements and Outboard Profile drawings (5.3m [two different floor], 5.9m (Rigid Hull), and/or 4.7m) versions; 6. A description of the company ™s recent relevant experience; 7. Estimated total construction time from start of construction to delivery at the builder ™s facility; 8.
