Description
Redacted J&A The U.S Army Information Technology Agency-Pentagon Telecommunications Center (USAITA-PTC) requests an exception to fair opportunity in order to issue a sole source award to Northrop Grumman Information Technology (NGIT) through the ITES-2S Army CHESS program under IDIQ contract W91QUZ-07-D-0005. This requirement is for operational changes, and updates specific to the Enhanced Communications Gateway System (ECGS) message platforms. ECGS includes system engineering, configuration management, message fault management, product functionality; product changes & improvement updates, system operational training and system integration within the Applications Services Division (ASD). This requirement also includes the purchase of software maintenance and product changes associated with the existing ECGS and mailroom applications; as well as additional server related hardware and specially configured Multi-Protocol Processor Boards (MPPB) communications cards. The Government owned ECGS solution supports a unique mission as the Command and Control (C2) organizational messaging National Gateway between the Department of Defense (DoD) and other agencies within the Federal Government. Disruption to the ASD's Defense Messaging System (DMS) would severely hinder the ability to respond to national and international matters or events relating to security and defense. If the ASD DMS mission fails, catastrophic proportions of civilian and military operations around the world could become seriously impaired. In addition, information pertaining to the accurate tracking/reporting of vital, global strategic civilian and military programs would be adversely impacted. less than br greater than less than br greater than
