Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Golden Helix, 203 Enterprise Boulevard, Suite 1, Bozeman, MT 59718 to procure DNA Seq Analysis License Renewal. Procurement: This is a follow-on renewal : 1. DNA Seq Analysis Government Single User-License Renewal, Quantity: Two (2); 2. DNA Seq Analysis Government Server License Upgrade, Quantity: One (1). BACKGROUND : The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Division of Intramural Research (DIR), overall mission is to develop and implement technology for the rapid isolation, analysis, and treatment of genetic diseases. The Division's research laboratories and clinical branches develop and use the most advanced techniques to study the fundamental mechanisms of inherited and acquired genetic disorders. Research also includes planning and conducting clinical trials to test DNA-based methods for treatment and perhaps the cure of such diseases. Researchers collect and study families in which important diseases are inherited as well as, translate basic science advances into effective, reliable, and cost effective DNA and cytogenetic-based diagnostics. The mission of the Inherited Disease Research Branch (IDRB) is to perform statistical analyses of human genetic data to discover genes and other risk factors that may be related to human health. To help accomplish the mission of IDRB, specialized computer software is needed to perform very sophisticated statistical and bioinformatic analyses of whole genome sequence (WGS) and whole exome sequence (WES) data. Analysis of next generation sequence data (WGS, WES) is one of the major projects of the IDRB. The Golden Helix SNP and Variation Suite is a software package designed for the analysis of next generation sequence data (WGS, WES). Analysis of these extremely large datasets is challenging and specialized software is needed to accomplish the scientific goals of the section in the analysis of these data. Golden Helix Inc. is the sole publisher, holder of all copyrights, trademarks and patents, and is the sole source of purchase for the SNP & Variation Suite package, including all modules included in the software. PERIOD OF PERFORMANCE : This Purchase Order is for 12-Months, July 25, 2013 through July 24, 2014. JUSTIFICATION: In addition we expect data on upwards of 300 whole genome sequences from lung cancer families, plus additional sequence data on the ClinSeq, oral clefts and autism studies in the next year. Analysis of these data is challenging and specialized software is needed to accomplish the scientific goals of the section in the analysis of these data. There are very few software packages that can handle these kinds of data and do the analyses that we need for these projects. We need software that has the ability to manipulate extremely large datasets (on the order of Terabytes of data), to perform extensive statistical analyses of these data, to prepare and export the data in formats that can be input into other even more specialized analysis programs, to evaluate the biological feasibility of candidate variants and to help perform quality control and filtering of the sequence data. The Golden Helix SNP and Variation Suite is a software package designed for the analysis of next generation sequence data and performs all of these functions. The SNP & Variation Suite package contains a unique set of methods and features to manage these extremely large data sets, to perform quality control and statistical analyses of the DNA sequence data described above. The National Human Genome Research Institute (NHGRI), Division of Intramural Research (DIR), Inherited Disease Research Branch (IDRB) is currently using data from a whole exome sequencing project on autism; oral clefts; lung cancer; Chiari Syndrome; ClinSeq data and a whole genome sequencing project on myopia. The PC version of this software package is being used for analyses of data and has shown Golden Helix software performs the necessary work in an optimal manner. Switching to a different software package at this time would negatively impact the productivity of the Branch in an unacceptable manner. Upgrading to a multi-user license is necessary and cost-effective since most of the analysts in the Branch will be performing analyses of WGS and WES data during the next year. Additionally, the research studies would be impacted on downtime to switch with a different software package and test the compatibility with existing NHGRI system. REGULATORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 541511, Custom Computer Programming Services and the Small Business Size Standard is $25.5M. The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-67 (June 21, 2013). This requirement is under the SAT of $150,000.00. Any information received as a result of this pre-solicitation / notice of intent will be considered solely for the purpose of determining whether to conduct any future competitive procurements. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses to this notice shall contain sufficient documentation to establish the interested parties' bona-fide capabilities for fulfilling the requirement. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
