Description
This sources sought notice is intended for market research purposes only. This is NOT a Request for Proposal (RFP), or any type of solicitation for competition, and this sources sought notice does not commit the Government to solicit or award anything now or in the future. Industry sources are being sought to respond to this notice with the information requested below on a voluntary basis to open communications with industry. The purpose of this notice is to conduct market research to identify qualified and interested sources that could provide the supplies as stated as exact match only, if your firm has alternative solutions please submit for our review with pictures and descriptions for alternatives or fire escape masks that meet the following criteria/specifications: a. The Fire Escape Breathing Device shall be certified by the National Institute of Occupational Safety and Health (NIOSH) with a Cap 1 capability rating. b. The Fire Escape Breathing Device shall meet SOLAS standards identified in SOLAS Chapter 11-2. c. The fire escape device shall have a minimum 10-year service life when maintained in original packaging with no degradation of the device's stated protective capabilities. d. The fire escape device shall be capable of being donned in 20 seconds or less from the ready to use, in package, state. e. The fire escape respirator shall be a one size fits all device, Sized devices will be considered not technically acceptable. f. The device shall not contain a chemical oxygen generator. Only devices utilizing compressed oxygen will be considered technically acceptable. g. The fire escape device shall be oversized to accommodate the wearing of eyeglasses. h. The fire escape device shall allow for complete facial recognition of the wearer by security personnel without compromising wearer safety. i. The fire escape device shall protect the wearer for a minimum of 10 minutes. j. The fire escape device shall be an automatic system which initiates with the minimum of actions, preferably upon removal from packaging. k. The fire escape device must provide comparable protection to individuals with and without facial hair. l. The fire escape device and its packaging shall be manufactured using hypoallergenic, non-hazardous materials (no latex or other allergens). m. The Escape Respirator manufacturer shall warranty the device for the stated service life to be free of manufacturing, material and packaging defects. n. The device shall be commercial off the shelf product (COTS). o. The fire escape device shall be manufactured in the USA. p. The device shall require minimal training and include a training support package. q. The fire escape device shall be capable of withstanding storage and operating temperatures between 0° F and 160° F and environmental humidity levels from 0 to 100%. r. The device shall be resistant to fire and heat that may be encountered during escape from a fire. s. Each device shall include detailed operator instructions both on package and in printed form. t. The storage container shall have no sharp edges or protruding points. u. The storage container shall be florescent orange semigloss. v. The storage container shall be wall mountable and not protrude from the wall more than 4.5 inches when installed. w. All labeling and indicators shall be visible to the user through the storage container without the need to open the storage container. x. Each fire escape device shall be labeled with a serial number, lot number, manufacture date and expiration date (in human readable format). y. The fire escape devices packaging must be operable by hand, with no tools required and include easily recognizable tabs and or notches to aid in the opening of the device in an emergency. z. The fire escape device packaging shall be tamper evident. aa. Reflective tape shall be attached to the device so that that the device is in use the tape is visible to other personnel. If your firm is interested in providing information to the U.S. Department of State, we request that your firm respond to this notice with the following information: 1. Company name, address, points of contact including phone numbers and e-mail addresses, manufacturing/reseller sites and locations; 2. Company Cage Code and DUNS Number, Business size (large or small business, and if small indicate what types of small business concern (e.g. EDWOSB, Hubzone, 8(a), woman-owned, etc); 3. Past Performance information along with brief descriptions of previous projects and contract numbers, if applicable; 4. Include detailed technical information with relation to our potential need of supplies described above along with confirmation and description on whether or not they are equal to the specifications listed above that must be met for consideration. The Department also welcomes any suggestions or comments with regards to these technical specifications. 5. Include information on all warranty, or service life offered with the solution. All of the items above should be addressed in your firm's response to this notice and any questions can be made to the point of contact listed on this notice. Please address each of the items above to the best of your firm's ability, given time and resources. There will be NO compensation for responses to this sources sought notice. All participation is purely voluntary and shall incur no costs to the Government. All submissions should be sent in via email to NayakAN@state.gov and SanchezVJ@State.gov by the notice response date referenced on this sources sought notice
