Description
This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-13C-1635592, Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-67, dated June, 21, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a benchtop protein interaction detection system. Item/Description/Quantity: 1) Octet QK system to include desktop computer, 19in LCD monitor, accessory kit, one (1) year warranty to include an on-site service agreement (#41-0029), 8-channel detection, #35-5002, qty-1; 2) Accessory Kit for Octet System, #30-0094; and 3) Preventative Maintenance Service that includes functional testing of the instrument, lamp replacement, and calibration at customer site, Lamp included, additional parts and labor for repairs must be purchased if not covered by warranty. The use of the Octet QK system will provide the capability to perform measure binding affinities and kinetics of the interaction between viruses and viral proteins with antibodies. This analysis will aid in identifying antigens for vaccine and structural studies to viral pathogens. The system is fluidics-free and based on BioLayer Interferormetry that can analyze 8 samples in parallel for affinity, kinetics or active protein concentration determination from samples in a 96-well microplate. Offers are required to provide information on refurbished, used, reconditioned, or remanufactured supplies, or unused former Government property for use under contract. The equipment must be equal in performance to equal in warranty to the original manufactured equipment. The following factors shall be used to evaluate offers: 1) capability to meet required specifications, 2) price, and 3) delivery. Delivery shall be for 30 days after receipt of award to Bethesda, Maryland, 20892. The Government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evalutaion Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; FAR 52.232-33, payment by Electronic funds Transfer-Central Contractor Registration (Oct 2003); and FAR 11.302 Policy of Acceptable Material. A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be online at System for Award Management (SAM) https://www.sam.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
