Description
RFI The Federal Retirement Thrift Investment Board (Agency or FRTIB) is issuing this RFI to: 1. Announce that the Agency intends to conduct a full and open competition beginning in August 2013, to contract for services related to benchmarking large defined contribution plans, Third Party Administrators (TPA), or other large financial institutions; and, 2. Give prospective Offerors an opportunity to comment prior to issuance of the Request for Proposals (RFP), specifically on the draft requirement for the minimum experience criteria that will be used during source selection. This summary is offered for information only and may change prior to issuance of the RFP The Agency will evaluate Offerors on their ability to assess the Thrift Saving Plan(TSP) Plan design and conduct a performance measure assessment based on identified key operational processes, conduct a comparison to other defined contribution plans, and assist the Agency in establishing an on-going strategic performance management and benchmarking program. The objectives of the benchmarking program is to increase transparency into operational performance using accepted industry benchmarks; increase transparency into costs associated with operational performance; increase understanding of how current TSP Plan design, service levels, and costs compare with other large defined contribution plans; and establish proven methodologies that provide a framework to continually assess and improve performance monitoring. It is the Agency's intention to require that Offerors submit, as part of their proposals, the number of years of related experience they have in each category and a description of the work they did to gain that experience. Instructions and evaluation criteria are still being developed, but will be based on the currency, relevancy, and comprehensiveness of the experience described. The intent of specifying the minimum experience level is to ensure that the Agency acquires benchmarking services from an experienced entity that will bring extensive experience in conducting comprehensive benchmarking of large defined contribution plans or other large financial institutions. The Agency has deemed this minimum experience essential for understanding, mapping and normalizing our similarities and differences to other defined contribution plans and administrators and to effectively take into account the complexities inherent in being the world's largest single defined contribution plan administrator. Attachment 1 contains the minimum acceptable experience criteria. The Agency intends to use these minimum qualifications as a critical evaluation factor and Offerors who do not meet the minimum qualifications will be eliminated from the competition. At this time, the Agency seeks only comments on the minimum experience requirement criteria. The Agency will not, as part of this Notice respond to comments, will not evaluate experience - and will not respond to requests to do so. The Agency reserves the right to retain the experience criteria as written, but may modify them based on industry comments. Respondents to this Notice should be aware that their participation does not ensure participation in future solicitations or contract awards. The Agency will not reimburse participants for any expenses associated with responding to this Notice.
