- This Request for Proposals (RFP) is for the development, update, and delivery of Instructor-Led Training (ILT) and conversions of ILT training to WBT in the Subject Areas of Transportation Planning, and Environment. Please download the RFP and supporting attachments for more information. General Information: The Federal Highway Administration (FHWA) intends to award multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts under which firm-fixed price Task Orders will be issued. The Task Orders may require developing, updating, and/or delivering nationwide training in the broad subject areas of Transportation Planning and Environment Services for the National Highway Institute (NHI). Potential offerors are encouraged to access FHWA's Planning, Environment and Realty (HEP) (www.fhwa.dot.gov/hep/index.htm) and the National Highway Institute's website (http://www.nhi.fhwa.dot.gov/) for information regarding their programs. The NHI website also provides a listing of current training courses in the 1410XX series, as well as information on resources, training philosophy, instructor standards, the NHI Style Guide, and many other related topics. It is anticipated that the majority of listed courses will continue to be offered through 2017, and possibly beyond. The NHI training model is demand driven. Meaning, the number of sessions delivered is solely based on the number of requests for sessions. While it is difficult to project the number of sessions to be held for any particular course in a given year, for general planning purposes, potential offerors can assume as many as 15 sessions of each course may be scheduled each year. Therefore, the location of performance will take place at the contractor's facilities for course developments or updates, and throughout the United States of America, including territories, for course session deliveries. The objective of this program is to effectively deliver high quality training dealing with all aspects of transportation realty. All work shall be performed in accordance with the terms of the individual Task Orders.
