Description
Justification and Approval Notice of intent to purchase Brand Name Specific items under CHESS Contracts. GCSS-Army has a requirement to obtain 128 Dell Brand laptop computers Latitude E6530 to be fielded to users at For Hood, DOL, Rhode Island National Guard, Massachusetts National Guard and Serveral United States Army Reserve Commands (USARC).Dell laptops are part of the Lead Site Verification Test (LSVT) and Independent Operational Fielding for the sites above. Hundreds of hours have been dedicated to complete test cases to support a device that will evaluate the critical Mission Task associated with the GCSS-Ary software solution. The requirement was not completely fulfilled to complete the original test case. Therefore, additional laptops are required to support the competition of evaluation. The purpose of this fielding is to investigate whether this configuration of equipment will satisfy the techical requirements or if a configuratin consisting of higher capabilities will be required. If this brand-name specific equipment is not procured, the Army Test and Evaulation Command, who performs the independent assessment, would not be able to complete this fielding and consequently, the mission would fail. The Government would incur a substantial and unacceptable time delay causing Congress to shut down this program. The Governemnt would also experience a significant cost increase that would put the progam at risk of shut-down with the Office of the Secretary of Defense (OSD). Utilizing other than these Dell laptops would prevent the Government from receiving a successful evaluation report and the Government would not be able to move forward with the fielding of this Acquisition Category 1 MAIS (ACT IAM) program as directed by the OSD. We intend to purchase the required support by awarding a competitive firm fixed price delivery order through the Computer Harware, Enterprise Software and Solutions (CHESS) program which is the Army's designated primary source for commercial IT. In accordance with the CHESS ordering guidlines,Fair Opportunity will be given to all eight ADMC2 multiple award contract holders. A brand name justification has been approved and is being posted with this announcement. Delivery is required 30 days after the award of the order. Market Research has revealed that more than one ADMC2 multiple award contract holder can provide the required support. When this is true the procurement must be made from CHESS IAW AFARS 5139.101.
