- The National Institute of Standards and Technology (NIST) seeks information on commercial Contractors that are capable of providing routine preventive maintenance (PM), emergency services, repair, and calibration for energy dispersive x-ray systems (EDS) and electron backscatter diffraction (EBSD) systems manufactured by Oxford Instruments. These systems are located at the NIST Center for Nanoscale Science and Technology (CNST) NanoFab in Gaithersburg, MD. This is a sources sought notice for market research purposes. After results of this market research are obtained and analyzed, and specifications developed, NIST may conduct a competitive procurement and subsequently award a Purchase Order for a five (5) year PM contract, consisting of an initial "base" year plus four option years to be exercised annually. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. The Contractor shall provide factory certified personnel and the necessary tools to perform routine preventive maintenance (PM), emergency services, repair, and calibration for energy dispersive x-ray systems (EDS) and electron backscatter diffraction (EBSD) systems. The following tools shall be covered by this service contract: i. Oxford INCA mics/X-stream2//X-Max 80 EDS system (Serial Number: 0707E/070F8//34101) ii. Oxford Aztec mics/X-stream2//X-Max 80 EDS system (Serial Number: 63394//57832) iii. Nordlys EBSD system (Serial Number: NL04-2326-30) iv. Covered equipment includes all integrated system components, detectors, mics boxes, x-stream2 boxes, pulse processors and software patches and updates. As part of the scheduled routine maintenance services, the Contractor shall perform a minimum of one (1) preventive maintenance service on each tool on an annual basis to include calibration of systems to factory specifications. As part of unscheduled services (emergency services or repair), the Contractor shall provide (a) phone service within 1 business day. Parts will be sent to resolve problem. If the problem is not resolved then a service engineer shall come on site to diagnose problems and provide and install replacement of failed replaceable components. (b) In the case of a detector failure, a detector that meets the specifications of the original detector shall be shipped within 5 business days. (c) The detector performance shall be verified after each service visit. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 811219, as those domestic sources having 500 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. Companies that possess the necessary trained personnel and tools required to offer a service agreement as identified herein, are requested to email a detailed report describing their abilities to joni.laster@nist.gov no later than the response date for this sources sought notice. The report should include a proposed maintenance plan and any other information relevant to your company's capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that will be providing the services for which the specifications are identified herein. 2. The number of factory trained representatives that the company has available to perform the necessary services. 3. A list of customers that the company is currently providing these types of services to. 4. Indication of whether the services for which specifications are identified are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
