- The intent of the project is to modernize two traction elevators to become in compliance with all current codes and standards for safety and accessibility at the Ann Arbor Federal Building located at 200 Liberty Street, Ann Arbor, Michigan. The elevator operating and safety equipment, both mechanical and electrical will be replaced or renovated as required. The elevator car interiors for both elevators will be renovated, including finishes, ABBAS-compliant handrails, cab lighting, emergency lighting, pushbutton stations, digital position, direction indicators and dedicated emergency phone lines. The elevator lobbies will receive new pushbutton stations and car position/direction of travel indicators. The building penthouse will receive a new door panel for the roof access door, a new HVAC system, stairs with handrail and gated fence barrier separating an elevator machine room from the rest of the penthouse. The elevator pits will receive epoxy paint and new access ladders as required by code, new fire sprinklers and a new sump pump serving both pits with connection to the building septic system. The existing hoistway vent is not required by code and will be sealed off to prevent building heat loss. Full service maintenance, including but not limited to preventative maintenance measures and emergency call back service will be the responsibility of the installer during construction of each elevator and for a warranty period of 12 months following acceptance of the individual elevators by the Government. The performance period shall be 275 calendar days after issuance of the Notice to Proceed and will be completed in two phases to ensure one elevator is available for use at all times. Work which creates noise or vibrations will be required to be performed after-hours or on weekends The NAICS is 238290 with a size standard of $14 million. This is a negotiated, best value procurement. Award will be based upon best value utilizing evaluation factors of price and past experience, past performance, qualifications of key personnel and project management plan. The solicitation is anticipated to be issued on or around July 11, 2013. A pre-proposal meeting will be conducted, the date and time to be set-forth in the solicitation package. Interested contractors are encouraged to attend the pre-proposal conference. The solicitation closing date will be 30 days after the issuance of the solicitation package. The actual date and time will be identified in the solicitation. All information, amendments and questions concerning this solicitation will be electronically posted at the following web page: http://www.fbo.gov. Interested offerors must be registered in the System for Award Management (SAM). Firms can register via the Internet site at https://www.sam.gov or by contacting the SAM Service Desk at http://www.fds.gov. Interested offerors are required to submit their representations and certifications through the SAM website. The solicitation and associated information will be available from the FBO site mentioned above. No telephone requests will be accepted. This solicitation is not a sealed bid and there will not be a formal public bid opening. All inquiries must be in writing, preferable via email to the persons specified in the solicitation. All answers will be provided in writing and will be available on the aforementioned FBO posting.
