- This is a Notice of Intent to award a Sole Source contract to MOBIUS INDUSTRIES USA, INC (Mobius), 550 Kirkland Way, Suite 400, Kirkland, WA 98033. The proposed contract action is intended to maintain existing training capability for the Marine Corps Tactics and Operations Group (MCTOG) through the sole source award of a Nine (9) Month and twelve (12) day bridge contract while a competitive source selection is conducted. The statutory authority permitting use of other than full and open competition is 10 U. S. C. Section 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 " Only one responsible source and no other supplies or services will satisfy agency requirements ". This bridge contract will provide continuity of service and to allow multiple industry offerors the a ppropriate time for preparation, response, and mobilization for a competitive award process. Mobius, is the only source who can mobilize the appropriate workforce of over sixty (60) qualified subject matter experts with the required knowledge, skill sets, and abilities to maintain continuity of training in support of operational troops preparing for deployment within the time frame available. Interested persons may identify their interest and capability to respond to the requirement. This Notice of Intent is not a request for competitive quotes. The government will consider all vendor capabilities received within 15 days after date of publication of this notice of intent. This requirement will be for a period of performance of nine (9) months and twelve (12) days with no option years. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
