- Statement of Work CLIN Breakdown Solicitation HEVAS6-13-T-0014 Department of Defense Education Activity (DoDEA) requires the purchase of a world language laboratory that supports DoDEA' s language initiative, 21st Century Teaching and Learning to build oral language proficiency in reading and writing in the target language. It is in alignment with DODEA's Community Strategic Plan for School Years 2013/14-2017/18 and exemplifies its commitment to continuously improve its efforts to educate and prepare military-connected students to excel in today's increasingly competitive, global 21st Century digital environment. This is a Combined Synopsis/Solicitation for the purchase of commercial supplies and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and this solicitation HEVAS6-13-T-0014 being issued as a Request for Proposal (RFP). This procurement is a Total Small Business Set Aside. The NAICS code is 511210 and the size standard is $35.5 million. Offerors are required to submit a comprehensive and complete technical proposal that demonstrates their ability to perform the work described in the Statement of Work (SOW). Offerors are cautioned to be responsive to all of the requirements of the SOW and provide sufficient information to allow evaluation of the proposals. The supply item requirement portion is all inclusive for new equipment only. Used or refurbished equipment will not be accepted. Proposals shall contain all the cost information and will be used to evaluate the completeness, realism, and reasonableness of pricing. The cost proposal must include all costs required to perform the work under this requirement for contract. A Contract Line Item Number (CLIN) breakdown for Base and 4 Option Years is included as an attachment. The Government plans to make a firm-fixed price award to the offeror with the Lowest Price Technically Acceptable without discussions with offerors (except for needed clarifications as per FAR 15.306(a). Therefore, your initial offer should contain your best terms, as it pertains to pricing. Do not assume you will have the opportunity to clarify, discuss, or revise your original offer. At Government's discretion, offerors may be asked for more information or to clarify their offer, request for such information doesn't constitute discussions. The Government reserves the right to award on a multiple award or an all or none basis. The language laboratory shall be ready for use by students and administrators no later than August 15, 2013. Please ensure to check the following website http://www.dodea.edu/Americas/index.cfm and select Americas Area Calendars SY 2013-2014 under Parent Resources to check the West Point School Calendar for days the school will be closed due to proposed furlough dates. Services will not be performed on these days and are subject to change. It is the responsibility of the interested parties to review this site frequently for any updates / amendments to any and all documents. No individual notification of any amendments will be provided. All firms must be registered in the System for Award Management database at www.sam.gov and shall be considered for award. Also, please submit the information listed below with your proposal. Prompt Payment Discounts Invoices will be paid using Wide Area Workflow (WAWF). In accordance with DFARS 252.232-7003, contractors shall submit payment requests electronically through WAWF at https://wawf.eb.mil. Payment requests not submitted through WAWF will be rejected. The contractor is limited to a maximum of one invoice per calendar month unless otherwise approved in writing by the Contracting Officer. (Note: For vendors new to WAWF, installation instructions and a registration guide are available at: http://www.wawftraining.com ) If shipping and delivery are not included in the unit price, you must provide for shipping and delivery on an additional line item. Any questions or comments should be received no later than 48 hours prior to the close of this RFP. All questions will be submitted to Karina Espinosa at karina.espinosa@am.dodea.edu.
