- The U.S Army Contracting Command at Aberdeen Proving Ground, MD 2005, intends to release a Request for Proposal (RFP) on or about 15 November 2013 for the Jordan Armed Forces (JAF) Command, Control, Communications, Computers, Intelligence, Surveillance, Reconnaissance (JC4ISR) Automated Command and Control (JC4ISR-C2) Tactical System (JCTS) Project. The scope of this acquisition includes, but is not limited to procurement of material and engineering services to include field installation, integration testing, logistics/training support for the JCTS System in support of the (JAF). An additional component of this effort will be providing a realistic training environment for JAF user and maintenance personnel. The purpose of this acquisition will be to develop and maintain real time situational awareness for both friendly and threat forces. The Government intends to award a Firm-Fixed Price contract for actual equipment procurement, installation, and integration, through final system acceptance and Integrated Logistics Support (ILS) with a period of performance not exceeding thirty months. Any contract award will also include fully transferable commercial warranties to the host country for a period of not less than 12 months after the contract's period of performance ends. A draft RFP and Statement of work has been included in this posting. Questions directed to JAF are prohibited. Communications between vendors and JAF with regards to this effort may result in vendors being deemed ineligible from any award resulting from this solicitation. Please post any questions you may have regarding this effort to the ASFI and the Contracting Officer will coordinate a response. The United States Government (USG) with the assistance of JAF will host a vehicle site survey in Amman, Jordan 18-22 August. If interested in attending at own cost, vendors must notify the United States Government NLT 10 July 2013 for country clearance processing. Please submit a statement of interest directly to the Government via email to Matthew Oskam, matthew.b.oskam.civ@mail.mil. In order to attend the vehicle site survey, vendors must submit Aircraft and Personnel Automated Clearance System (APACS) applications 30 days prior to attending the event. About fifteen (15) days after the site survey, the USG plans to host an industry day in the Aberdeen Proving Ground area. If interested in attending at own cost, vendors must notify the USG NLT 26 August 2013 for base clearance and directions. The official release of the RFP will be posted on the internet at the Army Single Face to Industry (AFSI) website located at the following https://acquisition.army.mil/asfi/.
