Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplement with additional information in this notice. This announcement constitutes the only solicitation and no other solicitation document will be issued. This solicitation is issued as a Request for Quote number RFQ HSCG44-13-Q-PC8183. This number is for tracking purposes only. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-66. This procurement will be processed in accordance with FAR Part 12. The North American Industry Classification System (NAICS) is 611710. The SBA size standard is $7.0 Million. Due to this acquisition being considered to be a Sole Source it is not anticipated that the Contracting Officer will receive 2 or more offers from a qualified Small Business Concerns; therefore IAW FAR 19.502-2 (a) This IS NOT A Small Business Set-A-Side. The UCG Command, Control and Communication Engineering Center (C3CEN) Portsmouth, VA intends to purchase on a non-competitive basis by awarding a Firm Fixed Purchase Order Contract to: AMSEC, LLC for 5 days of training for Cableway Improvement Program (CIP) Training. See Schedule B) below. The Coast Guard does not own nor can they obtain specifications, drawings, plans or other technical data for this item. Request for drawings/specs will be disregarded. The proposed contract action resulting from this synopsis solicitation/solicitation for commercial services is the Government's intention to solicit and negotiate with only one source under the authority of FAR 6.302.1 and 13.106-1(b). Interested persons/parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this synopsis/solicitation will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon response to this notice is solely the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, and for Information purposes. The contractor for this Sole Source contract is AMSEC, LLC, Cage Code 1LT84. A current search in SAMS was conducted on this Contractor by the Contracting Officer, and they are current and active as of 6/25/2013. This is a Sole Source Procurement. See attached JOTFOC Document below. The USCG/Government intends to award a contract resulting from this solicitation to the responsible bidder proposal conforming to the solicitation which will be most advantageous and Best Value to the Government, price and other factors considered. Justification for Other Than Full and Open Competition 1) Agency and Contracting Activity: The US Coast Guard, Command, Control and Communication Engineering Center (C3CEN), proposes to enter into a contract on a basis other than full and open competition. 2) Nature and/or description of the action being approved: Shipboard Electrical Cable and Cableway Inspection and Reporting Procedures certification program for twenty persons on the topic of the installation and inspection of shipboard cable. Training is broken down into classroom sessions and hands-on instruction with both a written and hands-on test at the end. Students who pass the class are certified by AMSEC LLC as cable installation inspectors. Duration of the class is five days and is held at AMSEC LLC training facilities in Virginia Beach, Va. 3) Description of Services: The proposed acquisition consists of the following: The Type-B Certifications program inspects all electronics installations according to numerous NAVSEA installation requirements, with an emphasis on NAVSEAINST 9304.1(Series) (Shipboard Electrical Cable and Cableway Inspection and Reporting Procedures) and DOD-STD-2003 NAVY EPISM (Electrical Plant Installation Standards Method). The NAVSEA Cableway course is a requirement for Type-B Certification Inspectors, and as such, is an important training tool for the fleet to meet required NAVY and DOD installation standards. 4) Identification of the Statutory Authority Permitting Other Than Full and Open Competition: FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. 5) Demonstration That the Nature of the Acquisition Requires Use of the Authority Cited: Market research was conducted to determine if any other options were viable. Since 1996, AMSEC LLC (formerly SAIC AMSEC) has been acknowledged by the U.S. Navy as the sole authorized NAVSEA instructor for training personnel for the installation and inspection of shipboard cables in accordance with NAVSEAINST 9304.1(Series) (Shipboard Electrical Cable and Cableway Inspection and Reporting Procedures), and DOD-STD-2003 NAVY EPISM (Electrical Plant Installation Standards Method). 6) Description of Efforts Made to Ensure Offers are solicited From as Many Potential Sources as Practicable: Market research was conducted to determine if any other options were viable. RFQ will be posted on FEDBIZOPS with statement that any Contractor that feels that they can provide the Service as listed may provide a Quotation. 7) Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Price will be determined fair and reasonable based on comparison of previous purchases for the same service requirement. 8) Description of Market Research: Market research was based on comparison of two previous Coast Guard purchases for same requirement. 9) Any Other Facts Supporting the Use of Other Than Full and Open Competition: None at this time 10) A Listing of the Sources, if any that expressed in writing an interest in the Acquisition: None at this time 11) A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required: None at this time 12) This justification is accurate and complete to the best of my knowledge and belief. DOD-STD-2003 - Military, Standard, Electric Plant Installation Standard Methods for Surface Ships and Submarines 2.3 NAVSEAINST 9304.1(Series) - Shipboard Electrical Cable and Cableway Inspection and Reporting Procedures 3. SPECIFICATIONS: None 4. SECURITY REQUIREMENTS: Each student shall provide government issued identification verifying the student's identity. 5. ORDER MANAGEMENT DESIGNATION: 5.1 The Contracting Officer Representative (COR) for this order is Mr. James Lassiter who can be reached at (757) 686-2149. 5.2 The point of contact (POC) for planning for this order is LCDR Hector Castro who can be reached at (757) 686-6704. 6. DESCRIPTION OF WORK: 6.1 SCOPE: The Contractor shall provide a five (5) day course of instruction detailing the proper Shipboard Electrical Cable and Cableway Inspection and Reporting Procedures for Twenty (20) students. The instruction shall be held at the instructor's facility. The instructor shall provide instruction for each student so that they are completely familiar with inspection and reporting procedures IAW NAVSEAINST 9304.1(Series). The goal is to provide cable installers, pullers, repair personnel and inspectors training in proper cable removal and installation procedures. 6.2 BACKGROUND: The Type-B Certifications program inspects all electronics installations according to numerous NAVSEA installation requirements, with an emphasis on NAVSEAINST 9304.1D (Shipboard Electrical Cable and Cableway Inspection and Reporting Procedures) and DOD-STD-2003 NAVY EPISM (Electrical Plant Installation Standards Method). The NAVSEA Cableway course is a requirement for Type-B Certification Inspectors, and as such, is an important training tool for the fleet to meet required NAVY and DOD installation standards. 6.3 REQUIREMENTS: 6.3.1 The following is a list of objectives shall be met during the training. 6.3.1.1 OVERVIEW / INTRODUCTION: 6.3.1.1.1 The Instructor shall give the student an introduction to shipboard cable hazards and provides examples of existing and potential problems in electrical cables and cableways. 6.3.1.2 SPECIAL TOOLS AND EQUIPMENT: 6.3.1.2.1 The Instructor shall present the various tools and equipment and their use that will be required to properly remove dead end cable, install new cables and make repairs to disturbed cableways and equipment. 6.3.1.2.2 TERMINAL OBJECTIVE: 6.3.1.2.2.1 Students given the appropriate electrical tools and equipment, demonstrate their proper use in accordance with the guidelines specified in Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM. 6.3.1.2.3. ENABLING OBJECTIVES: 6.3.1.2.3.1 Students given a list of tools and their uses, match each tool with its appropriate use in accordance with the guidelines specified in Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM. 6.3.1.3 STUFFING TUBES: 6.3.1.3.1 The Instructor shall present the types, parts, proper installation and proper packing procedures for metal stuffing tubes. 6.3.1.3.2 TERMINAL OBJECTIVES: 6.3.1.3.2.1 Students are given an assignment to plan the installation of metal stuffing tubes to run electrical cables through a bulkhead or deck, sketch a layout plan showing proper tube sizes, hole dimensions, and spacing between adjacent tubes. The plan must be in accordance with the guidelines specified in the Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM. 6.3.1.3.2.2 Students are to pack a metal stuffing tube in accordance with the guidelines specified in the Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM, using the proper tools and materials. 6.3.1.3.3 ENABLING OBJECTIVES: 6.3.1.3.3.1 Students are given drawings of different types of metal stuffing tubes, name each type. 6.3.1.3.3.2 Students are provided with a list of different size cables and a cable assignment chart, select the correct stuffing tube size for each cable. 6.3.1.3.3.3 Students are provided with a list of different stuffing tube sizes and a tube spacing chart, select the proper tube dimension for each stuffing tube mounting hole. 6.3.1.3.3.4 Students are given a list of stuffing tube sizes select the correct packing and metal tube blank for each tube. 6.3.1.3.3.5 Students are given a list of stuffing tube sizes and a hole spacing chart, determine the spacing required between adjacent tubes. 6.3.1.3.3.6 Students are given a list of stuffing tube sizes, a hole spacing chart, and a ruler, sketch a layout for the installation of the listed tubes. 6.3.1.4 PENETRATION OF EQUIPMENT AND CONNECTION BOXES: 6.3.1.4.1 The Instructor shall present information that will help personnel select and install watertight and non-watertight connectors penetrating equipment and seal holes in equipment when unused cables are removed. 6.3.1.4.2 TERMINAL OBJECTIVE: 6.3.1.4.2.1 Students are given of cables and a cable assignment chart determine the size of nylon stuffing tube, nylon tube packing assembly, metal terminal tube or the correct size box connector required. 6.3.1.4.2.2 Students are given tools and material remove dead ended cable from equipment and seal all unused penetrations in accordance with guidelines specified in the Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM. 6.3.1.4.3 ENABLING OBJECTIVES: 6.3.1.4.3.1 Students are given illustrations of cable penetrating pieces of equipment, determine if they are watertight or non-watertight. 6.3.1.4.3.2 Students match the types of connectors with statements that best describe their uses. 6.3.14.3.3 Students are given an illustration of a nylon stuffing tube, label each part. 6.3.1.4.3.4 Students are given a list of different size cables and box connectors, determine the size plug required for the hole. 6.3.1.4.3.5 Students are given a list of different size cables and nylon stuffing tubes, determine the size plug required to seal the nylon stuffing tubes. 6.3.1.4.3.6 Students are given a list of different size cables and metal terminal tubes, determine the size plug required to seal the metal terminal tubes. 6.3.1.4.3.7 Students are given a list of different size cables and a cable assignment chart for box connectors, determine the size connector and clearance hole size. 6.3.1.4.3.8 Students are given a list of different size cables and a cable assignment chart for nylon stuffing tubes, determine the size connector, hole clearance size and packing assembly for each cable. 6.3.1.4.3.9 Students are given a list of different size cables and a cable assignment chart for metal stuffing tubes, determine the size of tube and size of cable clearance hole. 6.3.1.4.3.10 Students are given a list of steps required to install a metal stuffing tube in a piece of equipment or connection box, arrange the steps in a sequence. 6.3.1.5 MULTICABLE PENETRATORS: 6.3.1.5.1 The Instructor shall present the various types of multicable, penetrators, (MCP's), their component parts, and application. 6.3.15.2. TERMINAL OBJECTIVES: 6.3.1.5.2.1 Students are given the task to plan a Multicable Penetrator (MCP) installation for running cables through a watertight bulkhead, sketch a layout on a multicable penetrator grid showing the numbers and types of installation blocks to use in accordance with guidelines specified in the Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM. 6.3.1.5.2.2 Students are given the proper tools and equipment and a completed MCP grid, pack a multicable penetrator in accordance with guidelines specified in the Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM. 6.3.1.5.3 ENABLING OBJECTIVES: 6.3.1.5.3.1 Students are given expanded drawings of MCP's, label each part. 6.3.1.5.3.2 Students are match the parts of the multicable penetrator to the statement that best describes its function. 6.3.1.5.3.3 Students are given three groups of cable types to be installed in a bulkhead, select the proper MCP to use for each group. 6.3.1.5.3.4 Students are given a group of unidentified cables, determine the proper MCP block for each. 6.3.1.5.3.5 Students are given a list of different size cables and a Cable Assignment Chart, select the correct insert blocks for each cable type. 6.3.1.5.3.6 Students are given a Multicable Penetrator Grid, Multicable Penetrator Cable Assignment Chart, and a list of cable types, sketch a layout of the MCP. The MCP installation plan must be in accordance with guidelines specified in the Electric Plant Installation Standard Methods DOD-STD--2003 (NAVY) EPISM. 6.3.1.5.3.7 Students discuss the application of the ROX system 6.3.1.5.3.8 Students discuss the application of the Brattberg system 6.3.1.5.3.9 Students are given discuss the application of the RISE system. 6.3.1.6 HANGERS: 6.3.1.6.1 The Instructor shall present the different types and sizes of cable hangers and their application. 6.3.1.6.2 TERMINAL OBJECTIVES: 6.3.1.6.2.1 Students illustrate a single and multiple cable runs, plan the installation of hangers. The plan must show at a minimum the proper placement of the first hanger, proper bend radius, and spacing between each hanger. The plan must be in accordance with guidelines specified in the Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM. 6.3.1.6.3 ENABLING OBJECTIVES: 6.3.1.6.3.1 Students are given illustrations of hangers, write the name of each type. 6.3.1.6.3.2 Students match the proper type of hanger with statements that best describe its uses. 6.3.1.6.3.3 Students are provided with situations requiring the use of hangers, select the appropriate type(s). 6.3.1.6.3.4 Students are given illustrations of hangers that have been installed for a cableway, calculate the proper spacing for the first hanger, proper bend radius and proper spacing between each hanger. 6.3.1.7 BANDING: 6.3.1.7.1 The Instructor shall present the banding tool, special equipment, and materials that are required to properly band cables in cableways. 6.3.1.7.2 TERMINAL OBJECTIVE: 6.3.1.7.2.1 Students are given cable runs, banding tools, equipment and materials, to band cable runs in accordance with guidelines specified in the Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM. 6.3.1.7.3 ENABLING OBJECTIVES: 6.3.1.7.3.1 Students are given list of places where cables must be banded to hangers in a cableway. 6.3.1.7.3.2 Students are given statements describing the placement and banding of cables to hangers, select the proper arrangement. 6.3.1.7.3.3 Students are given a list of different size banding, select the ones to be used for banding cable runs in accordance with guidelines specified in the Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM. 6.3.1.7.3.4 Students are given a list of cable runs, select which runs should be banded with a buckle and band assembly or with a hose clamp. 6.3.1.7.3.5 Students are given banding materials, proper tools and equipment, fabricate a buckle and band assembly. 6.3.1.7.3.6 Students are given cable-banding situations, the proper tools and equipment, secure the cables to the hangers with the proper banding materials. 6.3.1.8 CHAFING RINGS: 6.3.1.8.1 The Instructor shall present the purpose of chafing rings and the methods of determining whether additional cable can be passed through existing chafing rings. 6.3.1.8.2 TERMINAL OBJECTIVES: 6.3.1.8.2.1 Students are given a description of cables/cableway passing through a non¬-watertight bulkhead, to determine if additional cable can be passed through the existing chafing ring in accordance with guidelines specified in the Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM. 6.3.1.8.2.2 Students are given a description of cables to be passed through a non-watertight fire zone boundary bulkhead, to determine if it is packed in accordance with guidelines specified in the Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM, to make the passage a fire-tight and fume-tight boundary. 6.3.1.8.2.3 Students are given a description of cables to be passed through a non-watertight bulkhead, to design a chafing ring to accommodate each cable; allow for 20 percent unfilled space for future cable additions; and maintain a minimum clearance space around cables 1/4 inch for single cables and 1 inch for multiple cables in accordance with guidelines specified in the Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM. 6.3.1.8.3 ENABLING OBJECTIVES: 6.3.1.8.3.1 Students are given a description of cables/cableway passing through a non-watertight bulkhead, determine if additional cable can be passed through the existing chafing ring. 6.3.1.8.3.2 Students are given a description of cables to be passed through a non-watertight fire zone boundary bulkhead, determine if it is packed to make the passage a fire-tight and fume-tight boundary. 6.3.1.9 DEAD ENDING CABLES: 6.3.1.9.1 The Instructor shall present various end sealing methods, selection of proper end caps for each conductor and cable, and end sealing procedures. 6.3.1.9.2 TERMINAL OBJECTIVES: 6.3.1.9.2.1 Students are given an end cap chart and the proper tools and equipment, to end seal a dead-ended cable in accordance with the guidelines specified in the Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM. 6.3.1.9.3 ENABLING OBJECTIVES: 6.3.1.9.3.1 Students are given different cable types and a copy of the Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM, select the method for end sealing dead-ended cables. 6.3.1.9.3.2 Students are given pieces of different cable types, an end cap chart, ruler, wire gage, and an AWG & C/M Cross Reference Chart, select the proper end caps for each conductor and cable. 6.3.1.9.3.3 Students are given a piece of cable, proper end caps, and a heat gun, seal the end caps to conform to the diameter of the conductor. 6.3.1.10 SPLICING CABLES: 6.3.1.10.1 The Instructor shall present the basic splicing materials and proper procedures for splicing armored and unarmored cables used in power, control, and communication systems. 6.3.1.10.2 TERMINAL OBJECTIVE: 6.3.1.10.2.1 Students given the proper tools and supplies, splice an electrical cable in accordance with the guidelines specified in the Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM. 6.3.1.10.3 ENABLING OBJECTIVES: 6.3.1.10.3.1 Students are given proper tools and supplies, prepare cable ends for splicing. 6.3.1.10.3.2 Students are given proper tools and supplies, restore cable jacket to meet or exceed original electrical specifications. 6.3.1.11 CABLE JACKET REPAIR: 6.3.1.11.1 The Instructor shall present the basic tools, materials, and procedures for repairing damaged armored and unarmored cable jackets. 6.3.1.11.2 TERMINAL OBJECTIVE: 6.3.1.11.2.1 Students are given the proper tools and supplies, to restore damaged cable jacket insulation of electrical cables (armor and/or sheath damage only) to meet or exceed original electrical specifications, with conductors and water-sealing compounds being intact in accordance with the guidelines specified in the Electric Plant Installation Standard Methods DOD-STD-¬2003 (NAVY) EPISM. 6.3.1.11.3 ENABLING OBJECTIVE: 6.3.1.11.3.1 Students are given damaged electrical cables (armored and unarmored), identify the damage in each, and the procedure to repair cable jacket damage. 6.3.1.12 TESTING CABLES: 6.3.1.12.1 The Instructor shall present the basic test instruments required to check cables for opens, shorts, and grounds. 6.3.1.12.2 TERMINAL OBJECTIVES: 6.3.1.12.2.1 Students are given the test instrument (megger), to measure insulation resistance to ensure that two or more electrical conductors or cables are properly separated from each other or from ground by an insulating material. 6.3.1.12.2.2 Students are given test instrument (multimeter), to perform a continuity check to ensure there are no shorts, opens, grounds, or leads incorrectly connected 6.3.1.12.3 ENABLING OBJECTIVE: 6.3.1.12.3.1 Students are given a list of test instruments and their uses, match each test instrument with its appropriate use. 6.3.1.13 CABLE ID AND MARKING: 6.3.1.13.1 The Instructor shall present the methodology used for the numbering of electrical systems and equipment for locating and identifying purposes, and the proper use of shipboard Isometric Wiring Diagrams. 6.3.1.13.2 TERMINAL OBJECTIVE: 6.3.1.13.2.1 Students are given various circuit numbers, students are to identify electrical cables to include terminations, equipment type and type of service. 6.3.1.13.2.2 Students shall state the requirements for cable identification tags. 6.3.1.13.2.3 Students are given a cable tags to obtain the correct Isometric Wiring Diagrams; determine cable route and location of nearest connection box. 6.3.1.14 CABLE PULLING TECHNIQUES: 6.3.1.14.1 The Instructor shall present information on planning, preparation, and proper procedures to remove and install cables and cableways. 6.3.1.14.2 TERMINAL OBJECTIVE: 6.3.1.14.2.1 Students are to pull dead ended cable from ship's cableways using proper tools and materials, observing all standard electrical safety precautions in accordance with the guidelines specified in the Electric Plant Installation Standard Methods DOD-STD-2003 (NAVY) EPISM. 6.3.1.14.2.2 Students are to install cable in ship's cableways using proper tools and materials, observing all standard electrical safety precautions in accordance with the guidelines specified in the Electric Plant Installation Standard Methods, DOD-STD-¬2003 (NAVY) EPISM. 6.3.1.14.3 ENABLING OBJECTIVE: 6.3.1.14.3.1 Students will establish whether a dead ended cable is de-energized by frisking, if energized, determine the source and tag out of service using the ships' tag-out procedure prior to removing. 6.3.1.14.3.2 Students will pull dead ended cable from ship's cableways using proper tools and materials, observing all standard electrical safety precautions in accordance with the guidelines specified in the Electric Plant Installation Standard Methods, DOD-STD-2003 (NAVY) EPISM. 6.3.1.14.3.3 Students will install cable in ship's cableways using proper tools and materials, observing all standard electrical safety precautions in accordance with the guidelines specified in the Electric Plant Installation Standard Methods, DOD-STD-2003 (NAVY)EPISM. 6.3.1.15 CABLEWAY INSPECTION: 6.3.1.15.1 The Instructor shall present information that will help personnel look for discrepancies and problems in cables and cableways and necessary steps to correct them. 6.3.1.15.2 TERMINAL OBJECTIVE: 6.3.1.15.2.1 Students are given illustrations of electrical cable and cableway deficiencies to identify each deficiency and assign the proper category type using the information provided in the Cable Inspection Criteria NAVSEA INST. 9304.1D 6.3.1.15.3 ENABLING OBJECTIVE: 6.3.1.15.3.1 Students match the category deficiency to the statement that best describes its definition. 6.3.2 CONTRACTOR PERSONNEL: Each instructor shall posses NAVSEA Certification as instructors for Shipboard Electrical Cable and Cableway Inspection and Reporting Procedures. 7. GOVERNMENT FURNISHED INFORMATION (GFI): No GFI is required for the execution of this Order. 8. GOVERNMENT FURNISHED MATERIAL (GFM): No GFM is required for the execution of this Order. 9. GOVERNMENT FURNISHED EQUIPMENT (GFE): No GFE is required for the execution of this Order. 10. CONTRACTOR FURNISHED EQUIPMENT (CFE): The contractor shall furnish all equipment to complete needed to complete the course. 11. CONTRACTOR FURNISHED MATERIAL (CFM): The contractor shall provide the following materials. 11.1 Study Materials 11.2 Manuals 11.3 Consumables needed to complete assigned tasks 11.4 Up to twenty (20) Certificates of Completion 11.5 Up to twenty (20) wallet Certification Cards 11.6 Course Critiques 12. TRAVEL REQUIREMENTS: The contractor will not be required to travel in support of this Order. 13. TRANSPORTATION OF EQUIPMENT/MATERIAL: There are no requirement for transportation of equipment/materials. 14. DATA DELIVERABLES: 14.1 Each student shall be presented with a certificate showing completion of the course. 14.2 The contractor shall provide written feedback obtained from the students upon completion of the course. 15. SUB-CONTRACTING REQUIREMENTS: Sub-contracting is not anticipated and not authorized without express prior permission of the Contracting Officer. 16. ACCEPTANCE PLAN: All work to be performed and all material and data to be submitted under this Order will be inspected and accepted by the designated Government Representative. 17. OTHER CONDITIONS/REQUIREMENTS: There are no other considerations. 18. LIST OF ATTACHMENTS: No attachments.
