- Redacted J&A for Jacobs Technology, Inc This announcement constitutes an Award Notice by the Air Force Life Cycle Management Center (AFLCMC) Hanscom AFB, MA. The Government has awarded fourteen (14) sole source interim contracts to provide continuing support under the Engineering & Technology Acquisition Support Services (ETASS) program. The Enterprise Acquisition Division (AFLCMC/PZM) has executed by means of other than full and open competition, sole source contracts to Jacobs Technology, Inc., to provide interim Advisory and Assistance Services (A&AS) support for up to eleven (11) months following the end of the ETASS I Task Order period of performance, 19 May 2013. The contract numbers for the ETASS Interim Contracts are: FA8721-13-C-0002 FA8721-13-C-0003 FA8721-13-C-0004 FA8721-13-C-0005 FA8721-13-C-0006 FA8721-13-C-0007 FA8721-13-C-0008 FA8721-13-C-0009 FA8721-13-C-0010 FA8721-13-C-0011 FA8721-13-C-0012 FA8721-13-C-0013 FA8721-13-C-0014 FA8721-13-C-0015 Upon expiration of the Task Orders, the Government would not have had the A&AS support available to meet the service level required to rapidly address War fighter needs by providing acquisition support services to approximately 400 AFLCMC/Hanscom systems and programs. The award of these contracts was necessary to provide continuing support to these critical acquisition programs without experiencing a lapse in service and provide time for award of the new ETASS II contract vehicle. The authority permitting other than full and open competition is 10 USC 2304(c)(1), as implemented as follows: - FAR 6.302-1(a)(2)(iii), Only One Responsible Source, as these are follow-on contracts for the continued provision of highly specialized services where it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency's requirements. This Award Notice does not constitute a Request for Proposal nor does the issuance restrict the Government to a single acquisition approach. The Government will not pay for any information received in response to this notice nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCMC. An AFLCMC/Hanscom-OL Ombudsman is available to consider and facilitate the resolution from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues and disagreements, and/or recommendation to the listed Contracting Officer for resolution. The AFLCMC/Hanscom-OL Ombudsman located at Hanscom AFB, MA, serves as the Ombudsman for all of AFLCMC/Hanscom-OL, including its GSUs. The Ombudsman hears concerns about specific issues in acquisitions from industry or Government personnel, communicates thoses concerns to AFLCMC/Hanscom-OL leadership, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query, the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as the source of the inquiry.
