Description
NASQUEST DATABASE TOOL ENHANCEMENTS & MAINTENANCE In accordance with the requirements of Section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), this public announcement is hereby issued to declare the intention of the FAA William J. Hughes Technical Center (WJHTC) to award a single source contract extension to Steven Carr & Associates for continued enhancements and maintenance of the En Route (ATO-E) NASQuest Database Analysis Tool under existing contract DTFACT-10-D-00015. A labor hour contract extension is contemplated with a performance period extension not to exceed two (2) years. The Federal Aviation Administration (FAA) has a requirement to enhance and maintain the NASQuest Analysis Tool that supports the EnRoute Host Computer System at the William J. Hughes Technical Center. Steven Carr & Associates (SCAA) developed NASQuest and is the only known contractor that is capable of enhancing and maintaining this database tool. An additional period up to two years of part-time hours (NTE 832 hours per year) is needed on the SCAA NASQuest maintenance contract to support a new NASQuest software release scheduled for June 2013. The new software release includes a Linux-based shared file system that will replace a commercial shared file system that only works with Sun SPARC servers running the Solaris operating system. This existing file system is preventing the FAA from upgrading the NASQuest Sun Solaris SPARC servers which have been End-Of-Life since 2006. By moving to the Linux-based shared file system, the FAA can upgrade its ™ old Sun SPARC servers to new Cisco x86 based servers that run Linux. Over the long term the new servers will cost the FAA less to maintain and also provide more processing power for the ever increasing NASQuest user base (almost 1,600 registered users). The shared file system that is used by NASQuest is a critical part of the infrastructure which allows NASQuest to provide the Common Message Data to the users in a timely and reliable manner. Having SCAA on contract for up to an additional two years will ensure the success of this critical transition to the new file system and ensure that NASQuest remains operational with minimal down-time to the FAA user community. The attached document sets forth the minimum requirements the contractor must have in order to propose under this requirement. It is the FAA ™s intention to award a single source contract extension to Steven Carr and Associates. However, if you feel your company has the capabilities to perform these enhancements and maintenance, please furnish a capabilities statement which demonstrates the ability to perform the requirements in the attached document. To be considered a viable candidate, interested parties must show relevant experience in all of the elements contained in the attached document (entitled, NASQuest Minimum Requirements). All NASQuest related hardware and test beds are located at the WJHTC, therefore, all effort must take place at the WJHTC.
