- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS Replace 3" steam supply and 2 ½" steam condensate return lines. THIS OPPORTUNITY IS AVAILABLE ONLY TO VETERAN-OWNED SMALL BUSINESSES. The Coatesville VA Medical Center is soliciting proposals under Solicitation No. VA244-13-R-1175 for the following: Replace steam supply and condensate lines. Contractor shall provide all labor, materials, tools, equipment and superintendence to replace a 3" steam supply line and a 2 ½" steam condensate return line for Bldg 138 at the VA Medical Center in Coatesville, PA. The Solicitation documents will be available for download from the web https://www.fbo.gov on or about July 5, 2013. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Offerors will be responsible for downloading their own copy of the solicitation package, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the bidders' mailing list at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the RFP will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The ONLY Pre-Bid Walk Thru will be held on July 11, 2013 at 10:00 am, EST (Contractors are to meet in Bldg. 19 South Conference Room). While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: william.macdougall@va.gov no later than 1:00PM, EST on July 15, 2013. No telephonic or fax requests will be honored. The NAICS Code is 238220 with a small business size standard of $14 million. Proposals are due no later than 10:00 a.m. EST on July 19, 2013. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. The maximum time for completion of the project is 45 calendar days after receipt of the Notice to Proceed letter. All interested parties MUST be registered in the SAM Database, MUST be verified in the VetBiz database and MUST have a current record in the Online Representations and Certifications Application (ORCA).
