Description

This is a Pre-solicitation Notice for the Department of Veterans Affairs, Central Alabama Veterans Health Care System 2400 Hospital Road, Tuskegee, AL 36083. This is a 100% Service Disabled Veteran Owned Small Business Set-Aside (SDVOSB). SBA size standard is $33.5M. Magnitude of Construction: between $5,000,000.00 and $10,000,000. A Request for Proposal (RFP) will be issued on or about 17 July 2013 on Federal Business Opportunity (FedBizOpps) website at www.fbo.gov. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will not provide hard copies. The solicitation, consisting of various bid documents, specification, forms and drawings will only be available on www.fbo.gov. It is the responsibility of the offeror to ensure a complete solicitation package is downloaded from FedBizOpps website. Mental Health B120 2nd Floor -This project is for the construction of a second floor within Building 120. Building 120 is a 5-level building comprised of a basement, a two-story open air terrace and enclosed third and fourth floors. The building was designed to support future first and second floors. The first floor will displace the terrace level. Existing campus wide-access control and closed circuit television (CCTV) system will be expanded to provide security to the facility. The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction. The government intends to award a firm fixed price contract. A pre-bid site visit will be held with interested contractors, the date will be identified in the solicitation. This is not mandatory but highly recommended. All work will be in strict accordance with all applicable codes and VA regulations and shall be completed within five hundred forty (540) calendar days after issuance of the Notice to Proceed. Notice of set-aside for service-disabled veteran-owned small business (SDVOSB) concerns: (a) the proposed contract is 100% set-aside for award to SDVOSB concerns. Offers from other than SDVOSB concerns will not be considered and will be rejected. (b) Definitions as used in this provision: Service-disabled veteran-owned small business concern (1) means a small business (i) not less than 51% of which is owned by one or more service-disabled veterans or, in the case of any publically owned business, not less than 51% of the stock of which is owned by one or more service-disabled veterans, and (ii) the management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a veteran with a permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran as defined in 38 U.S.C 101(2), with a disability that is service connected, as defined in 38 U.S.C. 101(6). The Government will make award to the responsible responsive offerors that offer the best value as set forth in the solicitation.
