- Description
- The Department of Homeland Security intends to issue an indefinite-delivery indefinite- quantity contract for Operational and Training Oleoresin Capsicum (OC) Spray Devices. The proposed contract will encompass a base year and four one-year options and will include the following items: 1. Operational OC Spray Devices - Cone 2. Operational OC Spray Devices - Stream 3. Operational OC Spray Devices - Foam 4. Training OC Spray Devices - Cone 5. Training OC Spray Devices - Stream 6. Training OC Spray Devices - Foam All items will be required to meet appropriate DHS standards and are defined in the Statement of Work (SOW) that will be included with the solicitation package. A Request for Proposal (RFP) and SOW will be available on or about August 1, 2013. In order to be eligible for an award OC Spray devices listed in items 1-6 (above) must be on the Customs and Border Protection (CBP), Office of Training and Development (OTD), Use of Force Policy Division, Approved Equipment List (AEL). There are currently two (2) manufacturers on the current AEL. The solicitation shall require all product offerings, not currently on the AEL, to provide specification sheets, for each of the six (6) products contained in items 1-6 above, to be submitted to Contract Specialist via email at jon.massey@dhs.gov. The Technical Evaluation Team (TET) will do a review of specification sheets submitted, as follows: 1. Offeror's Spec Sheet submittal shall be compared to the specifications contained in the SOW. 2. Offeror's Spec Sheet submittal's that meet or exceed each of the six (6) product's listed in Item 4 GENERAL PROPOSAL CONTENT (above) shall be considered for product live testing. 3. Offeror's whose product(s) meet or exceed the solicitation requirements and successfully meet or exceed the live testing requirements shall be included in offer's considered for award. 4. Offeror's successfully meeting or exceeding the specifications and successfully complete live testing shall be evaluated on a lowest price-technically acceptable basis. No paper copy of the package will be issued, so provide an e-mail location for the documents to be provided. The final solicitation package will be issued as a full and open competitive basis.
