- NASA/JSC has a requirement to extend its Mission Operations Directorate (MOD) Facilities Development and Operations Contract (FDOC) NNJ09HD46C for a period of 2-years with an additional one year option. The current FDOC period of performance ends on September 30, 2014. FDOC provides mission systems services for Mission Control and Training Systems in support of NASA programmatic elements such as, but not limited to, the International Space Station (ISS) Program and Multi-Purpose Crew Vehicle (MPCV). It consolidates efforts across the mission operations support facilities (Mission Control Center System, Training System, Operations Technology, and User Applications) in order to maximize synergy for hardware and software development, modification, sustaining, maintenance, reconfiguration, and operations. NASA/JSC, under the current FDOC, has undertaken three major critical facility upgrade projects (Mission Control Center 21, Training Systems 21, and User Applications 21) to achieve long term cost savings. A fundamental redesign of the legacy systems was required which resulted in new hardware and software systems being implemented on a highly aggressive and accelerated schedule given the nature and scope of these development projects. The FDOC contractor is on an accelerated schedule to complete the development of the core systems with the transition to operations commencing Q3FY14. Transition and operations of these new and immature systems requires inherent knowledge to ensure availability of essential data and mission services in support of the ISS Program. This is especially true when the operations and sustaining support profiles have targeted reductions as a result of the new hardware and software system implementations; requiring continuity of core knowledge of the new systems, their designs, and the rationale of the designs, to afford timely resolutions of failures. Transitioning the contract at this critical phase poses a major technical risk to the systems and Program. As the incumbent contractor, NASA/JSC intends to acquire these services from Lockheed Martin Information Systems & Global Solutions (LMIS&GS). Transition and operations of these new and immature systems requires that LMIS&GS complete delivery and bring to operational maturity the three major critical facility upgrade projects (Mission Control Center 21, Training Systems 21, and User Applications 21). It is essential that LMIS&GS mature these new systems through a transition to successful operations to ensure future availability of essential data and mission services and maintain uninterrupted support to the International Space Station (ISS) Program. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Jannette Bolden @ jannette.r.bolden@nasa.gov not later than 4:30 p.m. Central Standard Time (CST) on July 23, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
