- SOURCES SOUGHT ANNOUNCEMENT FOR BASE UNIT TRANSPORTABLE BLEACHER SYSTEM THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTATION OR AN ANNOUNCEMENT OF A SOLICITATION. This is a sources sought request for information for the purpose of conducting market research to provide data for planning purposes. This sources sought synopsis announcement does not constitute a formal solicitation and is not a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. This notice does not obligate the government to award a contract, issue a solicitation, reimburse respondents for any proposal preparation and/or submittal costs, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Air Force Test Center, Installation Operational Contracting Division, Eglin AFB, Florida, is seeking sources capable of supplying a base unit mobile bleacher system. The following are the minimum specifications/requirements: Statement of Work for Transport Mobile Bleacher System 1. General a. 919th SOW has a requirement for a transportable bleachers system seating 260 personnel. Specifications will cover the engineering, fabrication, and delivery of said transportable bleacher system. b. Contractor will comply with IBC2009 code requirements. c. Contractor will offer a limited warranty to ensure bleachers are free from defects in material and workmanship for a period of one year after delivery. d. Contractor will deliver mobile bleacher system 10 rows high. e. Contractor will deliver powered bleacher actuation allowing for one person set up. f. Contractor will deliver mobile bleachers system with pintle towing coupler. g. Contractor will deliver mobile bleacher system with tandem axle suspension with 4 tires, electric brakes, highway lighting package with DOT marker and signal lights. 2. Specifications a. Dimensions - Mobile bleacher will be 8'1"Wide X 45'7"Long X 12'10"High weight 8920lbs. Guardrail will be 10'11". Mobile bleacher will consist of 10 rows 39' in length. b. Structural Frame - Bleacher frame shall be 12" width steel c-channel eliminating pre-cut holes into main frame i. Hydraulic actuation components shall not pass through steel structure ii. Anodized aluminum seat boards, all weather, no splinter, extruded aluminum. iii. Hydraulic bleacher pistons will be internally protected from road salts during storage and during highway transport to prevent corrosion iv. Enclosed riser to prevent injury from feet slipping thru footboards. 3. Materials - All materials used in structure shall be new, without defects and free of repairs. The quality of the materials used shall be such that the structure is in conformance with performance requirements specified herein. 4. Welding - All welders shall be at least AWS certified and shall perform welding in accordance with AWS standards. All welded components shall be prepared prior to the finish coating. 5. Workmanship - the workmanship of all materials and components of the structure shall be commensurate with the functional requirements of the item. 6. Manufacturer - The structure supplier shall be a reputable manufacturer; shall have a minimum of five years direct experience in design, manufacture and installation of structures of the type specified herein and shall operate according to a comprehensive quality system. The structure shall be manufactured under factory conditions in a plant specifically arranged for this type of work. The manufacturer provide adequate space, equipment, personnel, and technical ability to coordinate the assembly and factory prefabrication of all major components of the work and all necessary operations in the packing, shipping and installation process. 7. Material Delivery - Mobile bleacher system will be delivered to the project site during normal business hours on weekdays. The contractor will provide adequate workers and equipment to promptly unload, inspect and accept material deliver. 8. Handling - the contractor shall be responsible for unloading, protection and transfer to the work area of all equipment required to perform the work. Particular care should be given to protecting the finish of the components during handling and shipment. 9. Installation - Before installing, the contractor shall inspect the components for damage from transportation and handling. The manufacturer shall furnish a maintenance manual for repairing mobile bleacher. Feedback, questions, and comments regarding the above technical capabilities are welcomed. Interested firms are invited to submit a Statement of Capability (SOC) showing the company's ability to fulfill the requirement described above. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. This is not a solicitation nor will a solicitation package be issued as a result of this announcement, and no award shall be made as a result of this announcement. In the event that a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number / Request for Quotation (RFQ) and the announcement may be published on FEDBIZOPPS. Responses to this notice will assist the government in identifying potential sources and determining if a set-aside of the solicitation is appropriate. Firms responding to this announcement should include company name, cage code, point of contact, address, phone number, small business size, and indicate whether they are small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business. For the purposes of being considered a small business, the following applies: NAICS- 339920, Size Standard- 500 employees. The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis.
