- The U.S. Nuclear Regulatory Commission (NRC) intends to award a sole source contract to the Washington Metro Area Transit Authority (WMATA) for the duration of five (5) years. WMATA shall provide the NRC with a web-based system to enter monthly fare amount(s) to NRC employees' SmarTrip cards, and the ability to allow employees to utilize Metro and other surrounding transit systems affiliated with WMATA via their card. This action will result in a firm-fixed price contract. The anticipated period of performance will be January 1, 2014 through December 31, 2018. The authority to enter into a contract on a sole source basis with WMATA is made under the authority of 41 U.S. C. 253(c)(1) and Federal Acquisition Regulation 6.302-1 which provides for limiting competition in those situations where the supplies or services are available from only one responsible source and no other supplies or services will satisfy the agency requirements. The North American Industry Classification System (NAICS) Code is 485111-Mixed Mode Transit Systems. This notice of intent is neither a request for proposals nor a solicitation of offers. A determination not to compete this proposed procurement based on responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely to determine whether to conduct a competitive procurement. Interested sources must submit technical capabilities and any other information that demonstrates their ability to meet the NRC's needs. Detailed capabilities statements must be submitted to the below address no later than 15 calendar days from the date of this announcement. Telephone and facsimile responses providing insufficient information for evaluation by the NRC will not be considered.
