Description
The Military Sealift Command Ship Support Unit San Diego (MSC SSU SD) intends to issue a limited-source (Brand Name) FFP contract for the replacement and install of a Motorola MOTOTRBO Repeater System aboard USNS MERCY (T-AH 19) Anticipated period of performance (POP) dates are 29 July - 18 August 2013. Issuance of RFP is anticipated on/about 17 July 2013, with a tentative submission due date of 23 July 2013. Solicitation and associated attachments will be posted to MSC SSU SD's contract's website located at: https://www.procurement.msc.navy.mil/procurement/contract/RFPSearchEntry.jsp Monitor both MSC SSU SD's contracts website & FBO for information pertaining to this procurement. Award is tentatively scheduled to be made NLT 26 July 2013 Interested offerors are requested to email the contracting officer and provide the following information: DUNS Number CAGE Code Business size under NAICS Code 811219 Note: All interested offerors MUST be registered in SAM (https://www.sam.gov/portal/public/SAM ) and have current REPS & CERTS noted in their company profiles. 1.0 ABSTRACT: 1.1 This work item describes the requirements to replace and configure a new Motorola MOTOTRBO Repeater System. 2.0 REFERENCES/ENCLOSURES: 2.1 Interior Radio Communications wiring diagram 430-6246314_B (to be provided at time of solicitation issue) 3.0 ITEM LOCATION/DESCRIPTION: 3.1 Location/Quantity: 3.1.1. Location: Various 3.1.2. Quantity: Various 3.2 Item Description/Manufacturer's Data: 3.2.1. 6 each MOTOTRBO Capable repeaters, utilizing the existing frequencies assigned to MERCY 3.2.2. 200 each Motorola XPR6550 UHF Band I handheld radios equipped with Capacity Plus capability and Generic Option Boards (GOB) 3.2.3. 100 each Motorola IMPRES Remote Speaker Microphone with volume control, submersible 3.2.4. 100 each 2150 mAh Lithium Ion IMPRES battery for Motorola XPR6550 radios 3.2.5. 40 each David Clark H6000 series headset adapter boxes for Motorola XPR6550 radios 3.2.6. 10 each Receive only earpiece with translucent tube for Motorola XPR6550 radios 3.2.7. 19 each IMPRES multi-unit charger for Motorola XPR6550 radios 3.2.8. 1 each IMPRES multi-unit charger with display for Motorola XPR6550 radios 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES/INFO: None 5.0 NOTES: 5.1 The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors must comply with all applicable GTRs. 5.2 The contractor and all subcontractors regardless of tier are advised to review other work items under this contract to determine their effect on the work required under this work item. 6.0 QUALITY ASSURANCE REQUIREMENTS: Refer to Article 7.0 7.0 STATEMENT OF WORK 7.1 Arrangement/Outfitting: None 7.2 Structural: None 7.3 Mechanical/Fluid: None 7.4 Electrical: None 7.5 Electronics: 7.5.1. Procure, install and configure a new MOTOTRBO repeater system, to include the following: 7.5.1.1. 6 each MOTOTRBO Capable repeaters, utilizing the existing frequencies assigned to MERCY 7.5.1.2. 200 each Motorola XPR6550 UHF Band I handheld radios equipped with Capacity Plus capability and Generic Option Boards (GOB) 7.5.1.3. 100 each Motorola IMPRES Remote Speaker Microphone with volume control, submersible 7.5.1.4. 100 each 2150 mAh Lithium Ion IMPRES battery for Motorola XPR6550 radios 7.5.1.5. 40 each David Clark H6000 series headset adapter boxes for Motorola XPR6550 radios 7.5.1.6. 10 each Receive only earpiece with translucent tube for Motorola XPR6550 radios 7.5.1.7. 19 each IMPRES multi-unit charger for Motorola XPR6550 radios 7.5.1.8. 1 each IMPRES multi-unit charger with display for Motorola XPR6550 radios 7.5.1.9. Customer programming software (CPS) and required interface equipment for programming Motorola XPR6550 radios 7.5.1.10. Telephone interface system to connect MOTOTRBO repeaters to Cisco CallManager 9.1 for at least 6 talk paths 7.5.2. Contractor is to provide all labor, materials, tools and equipment to accomplish the following... 7.5.2.1. Conduct a site survey of the existing system and the range of the current system. 7.5.2.2. The existing Repeater System shall be Locked Out, Tagged Out by the contractor and ships force prior to any work being conducted. 7.5.2.3. Remove all interferences in way of accomplishing this work item; including but not limited to MCTs, Ceiling Tiles, and brackets. 7.5.2.4. Remove the existing radio and paging equipment and racks from their current location. Contractor shall prep the existing area to SSPC 9, prime with 2 coats of primer and 1 top coat to match surrounding area. 7.5.2.5. Run new Radiax cabling (RXLA-1A-1/2) and antennas from the equipment rack into the berthing area stairwells 4-52-3 and 4-68-1; ensuring that all penetrations, wire ways, and the cabling is IAW USCG and ABS Standards. 7.5.2.6. Install six (6) new MOTOTRBO UHF digital repeaters and racks in stairwell 4-52-3 at the 01 level. Provide any shock isolators needed for the new equipment rack. System shall be capable of providing 12 voice talk paths. 7.5.2.7. Perform initial radio and talk group programming for all new equipment, including but not limited to 200 handheld radios, as specified by the MSCREP. 7.5.2.8. Re-tune and groom the cavity tuners, combiners and duplexers for the new system. Conduct operational checks and ensure that all zones and areas are fully optimal and functional prior to conducting operational acceptance testing of the system from the shipboard MSCREP. 7.5.2.9. Provide on-site training to the MTF IT/ET Personnel and MSC designated crew members on the maintenance, troubleshooting, and programming procedures for the system. NOTE: The vessel shall provide the following: - A workspace for contractor to unload materials, maintain a workbox and store and access our materials and equipment. - All electrical and telephone circuits at new site - Assistance in loading and unloading of our equipment and materials. 7.6 Preparation of Drawings: 7.6.1. Provide complete detailed red-lined drawing of all the new equipment; connection diagrams, rack elevations, configuration parameters and antenna system cable runs at the completion of the work item. 7.7 Inspection/Test: None 7.8 Painting: None 7.9 Marking: None 7.10 Manufacturer's Representative: None 8.0 GENERAL REQUIREMENTS: None
