- The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL), on behalf of the USACE Engineering Research and Development Center - Cold Regions Research Engineering Laboratory (ERDC-CRREL), intends to award a contract on a sole source basis on to Riegl USA Inc upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. ERDC-CERL intends to purchase a ground based LiDAR 3D laser scanning system to test and develop techniques for full-waveform LiDAR characteristics of optically made materials for LiDAR response and for testing long range response to optically generated pulses. After extensive market research it was determined that Riegl USA Inc is the only vendor that can provide an item (model VZ-4000) that will meet the laboratory's specifications. These specifications include: 360 degree horizontal x 60 degrees vertical field of view Full waveform target capability Online waveform processing Integrated inclination sensor and digital compass 1550 um eye safe wavelength Minimum range of 4000m Full-waveform output Ruggedized enclosure for adverse operating conditions IMU mounts and GPS synchronization ports GPS synch capabilities Necessary processing software to collect and register scan data to global coordinate systems in real-time These capabilities are above and beyond typical ground based LiDAR, pulsed laser diode imaging systems. Furthermore, ERDC-CRREL already owns and operates numerous Riegl related laser hardware and software products. The addition of this 3D laser scanner will only be leveraged by the already existing infrastructure. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement by 10:00 AM EST, 26 July 2013, by e-mail to andrea.j.krouse@usace.army.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
