- Request for Information Job Corps Student Training Program Support DOL131RI20665 Synopsis: The National Office of Job Corps is conducting market research for an upcoming procurement requirement. This is NOT a solicitation for proposals, proposal abstracts or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to provide the U.S. Department of Labor, Office of Job Corps (OJC), with support, over a five year period. The contractor will assist Job Corps in the development and improvement of training content and related instructional supports, resources and monitoring, as needed, to ensure the implementation of an effective Job Corps student training program nationwide. Background: Job Corps is a national residential and non-residential training program for disadvantaged youth between the ages of 16 and 24, serving approximately 60,000 youth annually. The program is administered by the U.S. Department of Labor, Office of Job Corps. Job Corps’ primary mission is to provide young adults with the tools necessary to attain meaningful jobs that lead to career growth. The Career Development Services System (CDSS) is Job Corps’ comprehensive system for providing students with the training, guidance and support that will lead to long-term employment, earnings growth and continued educational attainment. In order to prepare students to meet the high expectations of the 21 st century workplace, Job Corps has also established standards-based education approaches that include: · Standards – statements of what students need to know and be able to do: o Industry/technical standards o Academic standards o Career Success Standards (employability skills) · Curricula aligned with standards · Learning assessments · Instructional practices (including evidence-based teaching and learning strategies) · Systemic support elements such as: cohort enrollment, Industry Foundation Courses, and after-hours study. Through the implementation of these approaches, Job Corps will ensure that students receive proper certifications and credentials and its training programs are approved by nationally recognized organizations. As a result students can achieve better career placements and earn higher wages. For each basic and advanced a career technical training program offered Job Corps will ensure that required industry standards are incorporated. This includes applied and basic academic skills standards, and Career Success Standards which are taught and modeled throughout every center. General Requirements: The focus of the five-year contract will be to provide technical assistance and support to Job Corps’ National and Regional Office staff members, 125 Job Corps centers, and center operators. The activities are designed to continue the development and improvement of Job Corps’ student training program, incorporating standards-based education and training approaches, and will ensure that student training responds to changing workplace needs. This effort will include assisting Job Corps in: · reviewing career technical training and academic programs for alignment with industry and education requirements and to update standards, assessments and related curricula based on findings; · conducting the alignment study to demonstrate the existing connections between Job Corps’ standards and the Common Core State Standards and others as required; · recommending instructional approaches and resources based on new findings in educational and training practices; · aligning basic and advanced career technical (CTT) training programs with the latest industry and education requirements; · preparing guides to policies, procedures and technical assistance and issuing these in a timely manner; · ensuring that information, standards and tracking databases are up-to-date and designing new systems based on need; · analyzing student and center performance outcomes and ensuring the results are prepared in a user-friendly manner; and · evaluating requests for upgrading center facilities and equipment for National Office approval. Interested respondents must provide information on their direct experience with implementing and supporting large-scale, standards-based career technical training and education programs. Specifically, respondents should reference their capabilities and background in the following areas: project management, research, data collection and analysis, database management, group facilitation, strategic planning and continuous quality improvement; management and support of traditional and/or alternative schools, for example: Job Corps centers, vocational/technical high schools, CBO schools, residential vocational schools, community colleges, traditional public schools (particularly “talent development model” schools or competency-based alternative high schools), or private schools. operation of support systems for career technical training schools and/or youth employment and training programs including: outreach and admissions, orientation and preparation, workplace experience for students, and career placement systems; familiarity with industry skill standards and occupational and training program certification; development and delivery of standards-based curriculum to attain occupational and/or industry certification; familiarity with Common Core educational standards; selection and administration of interest and aptitude assessments, and a variety of education and training assessments, aligned with requirements for industry certifications and career pathways; familiarity with effective youth development practices and programs; familiarity with high school, high school equivalency, and English as a Second Language programs; use of instructional approaches to: apply academic skills to vocational skills attainment, enhance critical thinking, problem-solving and student employability skills; familiarity with employment and training programs, such as those supported by the Workforce Investment Act; familiarity with use of information management systems; expertise in editing documents and publications; expertise in providing training and technical assistance delivery and tools, utilizing all available forms of technology; ability to develop and sustain industry partnerships; ability to immediately respond to ad hoc requests from all levels of departmental leadership. Instructions and Response Guidelines: The Office of Job Corps is conducting market research to identify firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Part 19. When submitting your response, please indicate all programs under which you meet the criteria. The proposed acquisition will be classified under the North American Industry Classification System (NAICS) Code 541611, and the Small Business Standard is $14 million. All interested parties are invited to submit a capabilities statement, to the eta.lockbox@dol.gov. Responses are due July 22, 2012, by 2:00 p.m. EST. The capabilities statements for this sources sought market research are not proposals, but rather statements regarding the company's existing experience in relation to the areas listed above. Areas or tasks where a contractor does not have prior experience should be annotated as such. The submittals shall not exceed 30 pages, TOTAL. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
