- Description
- The National Guard Bureau, Operational Contracting Division (NGB-AQ) intends to procure support services on behalf of the NGB Force Structure, Resources & Assessment Directorate (NG-J8). The Government anticipates the award of a single award, indefinite delivery indefinite quantity (IDIQ) contract, with firm fixed-price and incidental cost-reimbursement line items. The anticipated contract will have an ordering period of one (1) year with options to extend the ordering period for up to two (2) additional years. The maximum award value for the resultant contract is anticipated to be $25 Million over the 3 year maximum ordering period. The primary objective of this requirement is to provide services and deliverables through consultation to the NGB NG-J8. The focus of these services will concern the National Guard (NG) joint capabilities development for Homeland Defense (HD) and Civil Support (CS); the Joint Chiefs of Staff (JCS) Joint Capability Integration and Development System (JCIDS) process; Planning, Programming, Budget and Execution (PPBE); NGB Corporate Process, NGB Joint Program Management, Department of Defense (DoD) strategic planning processes, Chemical and Biological (Chem-Bio) Defense Program (CBDP), NG Joint Experimentation, Support for Strategic Analysis, and the Analytic Agenda. The contractor provides coordination and analysis to support the integration of NGB issues and capabilities in COCOM resource planning, advocacy and operational execution. The contractor provides short-notice change in working hours and focus of work to support information requirements development and coordination, and data collection, analysis and reporting for the NG-J8 in support of short-notice surge or consequence management (CM) events. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Strategic Analysis, Analytic Support, Operations Research and Systems Analysis, Joint Experimentation, Modeling and Simulation, Joint Capabilities Development and Joint Program Management Support Services to support the NG-J8 as defined in the Performance Work Statement and specified in ensuing task orders, except for those items specified as Government furnished property and services. This requirement will be solicited as a total Service-disabled Veteran-owned Small Business (SDVOSB) set-aside. The NAICS code for this requirement has been determined to be 541611, Administrative Management and General Management Consulting Services, with a Small Business Administration size standard of $14.0 million. This synopsis is provided, in accordance with FAR Subpart 5.201, for the purposes of publicizing this proposed action and is not to be considered a request for proposal. All responsible Service-disabled Veteran-owned Small Business sources may submit a proposal for consideration in response to the final request for proposals (RFP) when it is issued. It is anticipated that the final RFP will be posted under solicitation number W9133L-13-R-0028.
