- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Ametek Inc., of Newark, Delaware, for the purchase of an Ortec Alpha-Ensemble benchtop spectrometer under other than full and open competition by the authority of FAR subpart 13.106(1)(b). NIST's PML Radioactivity Group has a research need to expand its instrumentation system for its low-level radiochemistry program through the acquisition of alpha spectrometry components. The Ortec Alpha-Ensemble benchtop spectrometer is the only one in the marketplace that is completely compatible and interchangeable (in terms of detectors, electronic components, and working operations) with NIST's current alpha spectrometry system. This compatibility ensures that data transfer is consistent and accurate, and that data evaluation can be performed with current software. This compatibility is crucial to the group's mission of providing NIST Standard Reference Materials (SRMs) and ensuring that the radioactivity quantity values of these SRMs are consistent. Ametek, Inc. is the only responsible source for the required benchtop spectrometer, as they are the sole distributor of Ortec products. The Ortec benchtop spectrometer is the only spectrometer in the marketplace that is 100% compatible in terms of detectors, electronic components, operations, and software with NIST's existing alpha spectrometry system. Ametek, Inc. is the only vendor for the required spectrometer, and no other suppliers can satisfy NIST's requirements. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (Eastern) on July 26, 2013. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
