- Justification for Other than Full and Open Competition Subject: Sole Source Notice of Intent - Support Services for Modeling and Simulations of Smart Grid Communication Systems Reference Number: NB772010-13-03877 Notice Type: Special Notice- Notice of Intent Synopsis: The Advanced Network Technologies Division (ANTD) in the Information Technology Laboratory (ITL) of the U.S. Department of Commerce, National Institute of Standards and Technology (NIST) conducts research and development in networking measurement and modeling technologies, and standards development for network protocols. ANTD is developing performance analysis and network modeling tools to better understand technologies that enable reliable communications between various entities in the electric grid and to better understand the performance, suitability, interoperability, and security of existing communication technologies. ANTD is identifying technical issues and performance gaps with existing communication technologies and how well they support different smart grid applications and scenarios. NIST requires a Contractor to support ANTD's activities in order to develop and validate algorithms for optimal placement of electricity storage devices in the electrical distribution network, develop system-level modeling and simulation to examine interactions between the electrical generation/distribution network and the communications network, and develop models to quantify element failures in smart grid and develop protection and restoration schemes to mitigate their effects. The contractor shall provide scientific and technical services consisting of the following: 1. Conduct modeling and simulation efforts to develop and validate algorithms for determining optimal placement of electricity storage devices in the electrical distribution network. 2. Develop and test a co-simulation framework for examining interactions between the electrical generation/distribution network and the communications network. 3. Model element failures that may occur in the electrical distribution network, the communications network, as well as correlated failures that affect both networks, and apply protection and restoration strategies to mitigate their effects. 4. Document the tools and models that will be developed. Deliverables shall be in the form of running code for the simulation models developed, documentation for algorithms, models, and tools developed, contents for publication and public dissemination, articles and papers contributed to Smart Grid Interoperability Panel (SGIP) Priority Action Plans (PAP) related to networking, Institute of Electrical and Electronics Engineers 802 working group, the Internet Engineering Task force (IETF), and professional conferences/ journals on the topic. The NAICS Code is 541690, with size standard of $14M. NIST anticipates awarding a firm-fixed-price purchase order to Prometheus Computing LLC for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
