- Editorial and Graphic Support Service Synopsis: The U.S. Department of State, Office of Acquisition Management, intends to issue a sole source contract to the Communications Collective in accordance with Federal Acquisition (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." Communications Collective will provide professional editorial and graphics support services in the review and production of the Sixth U.S. Climate Action Report 2014. This report is submitted as the United States' official national communication to the United Nations, pursuant to its international treaty obligations. This document presents the United States' domestic and international climate change policy to a global audience. This communication will be evaluated by a demanding and discerning international team of reviewers on whether this document meets the United States' treaty obligations. A draft statement of work is included with this notice. Interested sources shall submit responses that include demonstrated capabilities in the following areas: -Demonstrated experience in the field of environmental policy and climate change; with a proven track record of editing and designing documents related to environmental policy, particularly related to climate change, energy efficiency, and international programs; -Demonstrated experience producing multi-chapter climate change policy reports that convey the United States' climate change narrative to a broad domestic and international audience. -Demonstrated experience working with and incorporating the comments of climate scientists, policymakers, elected officials, agency heads, and others into a compelling narrative on U.S. climate change actions. -Sophisticated expert managerial, editing, graphic design, and production services, with extensive prior experience in producing documents of similar scope and content to the Climate Action Report; -Demonstrated experience editing and designing documents that require communicating scientific, technical, administrative, and policy issues to broad audiences.
