- NASA/JSC hereby issues a Request for Proposal (RFP) for the Software, Robotics, and Space Systems Services (SRS3) Contract. The RFP replaces all draft documents released on June 4, 2013. The Government does not intend to acquire a commercial item using FAR Part 12. The SRS3 acquisition is being conducted as a total small business set aside and has been assigned the NAICS code 541511, Custom Computer Programming Services, with a size standard of $25.5 million in average gross sales over a 3 year period. The contract type for the SRS3 effort is Indefinite-Delivery/Indefinite-Quantity (IDIQ), comprised of Cost-Plus-Fixed-Fee and Firm-Fixed-Price task orders. The phase-in effort will be Firm-Fixed-Price. All responsible sources may submit an offer by August 15, 2013 which shall be considered by the agency. The SRS3 RFP has been posted to the Government Point of Entry and the SRS3 acquisition website. SRS3 Pre-Proposal Conference / SRS3 Technology Demonstration: NASA/JSC will hold a Pre-Proposal Conference and SRS3 Technology Demonstration on July 23, 2013 and a Cost/Pricing WebEx on July 24, 2013 to help Industry understand the Government's requirements as stated in the RFP. For the Pre-proposal Conference & SRS3 Technology Demonstration: E-mail reservations must be sent to Rochelle Overstreet at rochelle.n.overstreet@nasa.gov and received no later than 5:00 p.m. (CDT) on Friday, July 19, 2013. A confirmation email will be sent to acknowledge your reservation and provide further instructions to attend the Pre-Proposal Conference and Technology Demonstration. For the SRS3 COST/PRICING WEBEX: SRS3 Cost/Pricing WebEx is open to firms that are interested in understanding the cost/price structure of the SRS3 procurement. To be able to access the SRS3 WebEx Cost/Pricing WebEx, please email Rochelle Overstreet at rochelle.n.overstreet@nasa.gov. Your email must include the following: 1) Subject line: 'SRS3 COST/PRICING RSVP' 2) Companys name and address 3) The companys Points of Contact (POC) names, telephone numbers, and e-mail addresses. E-mail reservations for the SRS3 Cost/Pricing WebEx must be received no later than 4:00 p.m. (CDT) on Monday, July 22, 2013. A confirmation email will be sent to acknowledge your reservation and provide further instructions to join the WebEx. In addition to the above, interested parties attention is directed to a second set of answers in response to questions received after the posting of the Draft Sections C, L, & M. These questions and answers are posted on the acquisition website under Questions and Answers 2. Prospective offerors are highly encouraged to review the RFP and provide comments and questions as soon as they are identified. Comments and questions may be submitted anonymously, if desired. Any anonymous inquiries and comments should be submitted to the SRS3 Acquisition Website at: http://procurement.jsc.nasa.gov/srs3/. All other comments and questions shall be submitted via email to rochelle.n.overstreet@nasa.gov. All questions and comments must be submitted in writing by 5:00 p.m. CDT on Thursday, August 1, 2013. Responses to the questions will be posted on the SRS3 website at http://procurement.jsc.nasa.gov/srs3/. Telephone questions will not be accepted. It is the offeror's responsibility to monitor the Internet site for the release of solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). NASA Clause 1852.215-84, Ombudsman, is applicable. The solicitation and any documents related to this procurement will be available over the Internet.
