- PRE-SOLICITATION NOTICE This is a Pre-Solicitation Notice Small business set-aside under NAICS code, 238220, for solicitation SB1341-13-RP-0096 for Condenser Water Pumps Replacement and Structural Repairs. The solicitation is expected to be released on FBO on or about August 1, 2013. PART 1 - CONSTRUCTION CONTRACTOR SERVICES 1.1 Project Identification A. PROJECT TITLE: Condenser Water Pumps Replacement and Structural Repairs B. BUILDING: Steam &Chilled Water Generation Plant, Building 302 C. LOCATION: NIST, Gaithersburg, MD 1.2 Background The NIST Gaithersburg, Maryland site is a 578-acre research campus containing over 2.5 million gross square feet of research, office, and support space. The Steam and Chilled Water Generator Plant (S&CWGP), Building 302, produces chilled water, steam, and compressed air for the entire campus. Services are supplied throughout the entire NIST site through an underground network of piping systems. The existing condenser water pump pit concrete caps have significant deterioration, spalling, and observed corrosion on exposed rebar. New concrete caps need to be installed to support the new condenser water pumps. Existing pump electrical service come from bldg. 305 and existing pump starters are externally mounted at each pump pit for its associated pump. Controls for each pump are circuited to a central cooling tower control panel (CTCP) inside bldg. 302, located between Refrigeration Units-3 and 4.The project scope consists of replacing the six (6) condenser water pumps, adding an addition to the electrical building 305 to house the motor starters for the condenser water pumps, and make the necessary structural repairs to the pump pits at the S&CWGP. 1.3 Objectives The objective is to obtain a construction contractor to replace the 10,500 gpm condenser water pumps, build an addition to house the motor starters, and make structural repairs to the pump pit concrete caps. 2.1 Project Scope of Work The replacement of the condenser water pumps will be done in three (3) phases. The first phase will be to replace condenser water pumps 5&6 and build the addition to the bldg. 305electrical building for the motor starters. The second phase will be to replace the condenser water pumps 3&4 and the final phase will be condenser water pumps 1&2. During each phase, structural repairs will need to be made to the concrete caps for each pair of pumps. A. Proposed new condenser water pumps - Replacement of all existing condenser pumps (CP), beginning with condenser pumps # 5 and # 6. 1. Replacement of the existing condenser water pumps, starters, valves, piping, and other associated work. 2. Reconfigure the existing pump discharge pipe network to a top discharge orientation to the pit deck, 3. The proposed condenser water pump units shall tie into the existing below grade condenser supply pipe. 4. Modifications to the electrical distribution system shall be included with this work. 5.Pumps will be replaced in pairs, beginning with CP's 5 and 6. Sequencing the pump replacements enables the four remaining pumps to remain operational at all times. B. Proposed Sump Pit Structural Repairs- Removal and replacement of the pit cap slab and steel grading 1. Seal existing pipe penetrations, removal of existing pit level plumbing and cap to structurally support new above-grade pipe configuration. 2. Replace existing angle iron, steel plating, and reconfigure new entry points. C. Proposed Building 305 expansion - Addition to bldg. 305to accommodate pump motor starters. 1. Expand the electrical service building next to the cooling towers to the south to accommodate the new design requirements and proposed construction phasing without disruption of condenser pump operations. 2. Match existing brick facade details, roof and building envelope; this includes additional interior lighting, fire detection systems, and environmental control systems to accommodate new gear requirements. 3. The addition to bldg. 305 shall be included in the first phase, the replacement of CP's 5 and 6. The magnitude of the project is between $1,000,000.00 and $5,000,000.00
