- Justification and Approval for HSBP1013D00001 P00002 Modification #2 for HSBP1013D00001 The primary purpose of this contract is to provide much needed front line uniform items to the CBP uniformed employees until the CBP full service contract is in place. The catalog of items will be limited to those front line duty items that have been previously tested and approved and are Kissell compliant. The total estimated cost of the modification is $42,000,000 which will provide uniform items for approximately 49,000 operators and includes the cost to manage the supply chain logistics of the program. The original contract need arose as a result of the Continuing Resolution (CR) language that required CBP maintain specific levels of operators which resulted in the on-boarding of new agents/officers. These individuals needed to be trained and outfitted for duty. Meeting that requirement drained existing inventory levels and has left CBP with a depleted inventory and an inability to meet emergency requirements and support the academies. The current request for the ceiling increase will address those needs and address the needs as a result of delays in a CBP competitive full-service bridge contract award due to the decision regarding the application of the Kissell Amendment, changes to the type of contract, and the agency level protest. The contractor will manufacture or procure the uniform items, distribute those items to the uniformed employee's duty station, provide an online, web-based system to take uniform requests, and monitor allowance accounts. The contractor will have limited customer service support via telephone, facsimile, and/or email to resolve issues or answer questions regarding approved orders.
