- L13PS00754, VACCINES. Solicitation number L13PS00754 applies and will be issued on or about July 15, 2013 as a Request for Proposals (RFP) for the following requirement: The Bureau of Land Management (BLM) has a requirement for Equine Vaccines from October 1, 2013 through September 30, 2014. Wild horses and burros on public lands administered by the Bureau of Land Management (BLM), and Forest Service are protected, managed and controlled under the provisions of the Act of December 15, 1971, as amended (16 U.S.C. 1331 1340). As resource conditions and other factors warrant, excess wild horses and burros are removed from the public lands and placed in private maintenance through the Adopt A Horse program. The pregnancy status of wild horses and burros is unknown when they are removed from the range, but it is anticipated that many will be pregnant at various stages. Vaccinations and de-worming are deemed especially important by the public in the adoption program. Adopters view vaccinations and de-worming as a very important factor in their decision to adopt due to the time needed for gentling the animals before additional vaccination could be administered. The purpose of this contract is to obtain a supply of common horse vaccine to administer to wild horses and burros. All wild horses and burros that are removed from public lands will need to have vaccinations administered prior to being offered for adoption or moved to holding facilities. Due to the wild nature of these animals, to minimize the stress of handling and to increase labor efficiency in the face of a high workload, the vaccine needs to be easily administered with little time spent preparing the vaccine at the time that it is administered. The contract will provide vaccine to be administered by injection and the de-wormer by oral delivery to all wild horse and burros that are removed. Vaccine will stimulate a protective immune response in nave horses and burros. The vaccine will either need to be preloaded in syringes or need to be prepared for injection without mixing or other labor intensive or special handling requirements. The liquid de-wormer will need to be in at least 10-dose bottles. The Moxydectin de-wormer is acceptable in single doses. The vaccine will need to be administered safely, quickly and easily to the wild horses and burro, in a variety of field situations. The vaccine will need to remain effective for at least 72 hours after being prepared for injection. The vaccine and de-wormer needs to be able to be administered in all types of weather, rain, snow, cold, heat, and sunlight without any adverse effects on safety or efficacy. Vaccine will be available in multi-dose vials or preloaded into syringes. There must be evidence that the vaccine and de-wormer is safe for use in a broad age range of horses and burros (or in foals greater than 4 months of age), with minimal side effects. There must be evidence that the vaccine and de-wormer is safe for use in pregnant horses and burros with minimal adverse effects on the mare or fetus. SPECIFIC SERVICES The ability to ship the vaccine overnight to areas of the United States where needed. The ability to have on hand enough vaccine to be available when horses and burros are removed from public lands RESPONSIBILITIES OF BLM Give the contractor five business days notice of where vaccine doses are needed and where it will need to be shipped and when it needs to arrive. This is not a complete list of the specifications and should be used only as a basis to decide whether or not to review the solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is open to all responsible sources, large and small.
