Description
Presolicitation Posting - July 17, 2013 This presolicitation notice is for the Reed Valley Creek AOP Culvert Installation on the Dixie National Forest located in Utah. Project Description: This project includes the furnishing and hauling of riprap rock and borrow excavation material for roadway fills and streambed restoration, fabrication and installation of a structural steel arch pipe with buried concrete footings, construction of associated roadway fills and stream restoration work, and project cleanup at the Reed Valley Creek stream crossing on Forest Road 30381, Milepost 1.757 on the Cedar City Ranger District. Project Specifications: The specific work at the Project Site (Forest Road 30381, M.P. 1.757) includes the following: Furnishing and maintaining appropriate traffic control and warning signs and hardware; Furnishing and hauling borrow excavation material and riprap rock to the project site; Constructing a temporary stream by-pass to divert the stream flow in Reed Valley Creek during the project work; Excavating for arch pipe footings; Forming, furnishing and casting reinforced concrete footings with stem walls for structural steel arch; Fabricating and installing an 11'-0" span, 3'-6" rise, 42 ft. long structural steel arch pipe; backfilling and constructing the roadway fill approaches on both sides of the new culvert to the design finished grade; furnishing and placing a layer of select fill material within the new arch pipe footings to create a simulated natural stream course; and restoring 70 ft. of stream course including construction of 9 in-stream rock vane structures (with 6 of the structures built inside the pipe) to facilitate improved aquatic organism passage. Intent of Contract: The intent of the contract is to provide for the complete construction of the project described in the contract. Unless otherwise provided, the contractor is to furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in accordance with terms, conditions, drawings and specifications of the contract. Payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered as incidental to and included in the payment for the items shown in the Schedule. Water Sources: Water sources are not designated. The Forest Service has no water rights available for use in the project area. The Contractor will be responsible for getting permission from the local irrigation company or landowners to use water adjacent to the project site, or will need to furnish water from other sources. Project Location: The project is located at the FR 30381 Road crossing of Reed Valley Creek, on the Cedar City Ranger District of the Dixie National Forest, Iron County, Utah within Section 2, Township 37 S., Range 8 W., Salt Lake Meridian. It is 8.5 road miles east of Brian Head, Utah and 4 road miles southeast of the junction of Utah State Route 143 and National Forest Service Road FR30240, known as the "Red Desert" Road. To access the project from Brian Head or Panguitch, drive on Utah State Route 143 to near Milepost 24 to the junction with National Forest System Road FR30240. Turn south onto Forest Road FR30240. Continue on FR30240 for 2.26 miles to a road Junction between FR30240 and FR30381; the project site is 1.76 miles southeast of the FR30240/FR30381 junction, where the road crosses Reed Valley Creek as it exits a large open meadow. Bonding: Bonding will be required for this project. Set Aside: Total Small Business Set Aside. Site Visit: A site visit for this project will be scheduled sometime between early to mid August 2013. The exact date and time will be posted in the solicitation documents. Posting of Solicitation: It is anticipated that the solicitation will be posted on or around August 1, 2013, with quotes due September 3, 2013. These dates are only estimates and offerors will be responsible to continually monitoring this website for any and all changes/amendments.
