Description
The U.S. Army Operational Test Command, Airborne and Special Operations Test Directorate (ABNSOTD) intends to award a sole source contract under the authority of FAR 6.302-1 (a)(2)(ii) to Trex Enterprises Corporation, 10455 Pacific Center Court, San Diego, CA 92121-4339, to develop additional capability within the existing GAVELS NVC software to meet additional mission performance requirements. To award to a contractor other than the incumbent would result in substantial duplication of cost to the Government as well as cause unacceptable delays in fulfilling the ABNSOTD's requirements. The current GAVELS-NVC was developed to score artillery rounds. This contract will develop the additional software capability for the existing GAVELS-NVC hardware to track paratroopers and equipment from the exit of aircraft to landing at the drop zone. Period of performance for the requirement is from date of award to 15 December 2013. The end date is dictated by the Government's need for the software upgrade to be delivered and accepted by this date to support a Department of Defense joint service test in January 2014.Total estimated cost for this effort is approximately $520,124.00. The Government currently does not own the GAVELS-NVC software package source codes to Trex's pre-existing modules and libraries that are currently being used by the GAVELS-NVC software. The Government only has access to the header and binary form. Without these source codes a vendor will encounter difficulties successfully accomplishing the work required to upgrade the existing GAVELS-NVC software. If awarded to a new contractor they would be required to become knowledgeable on the existing software, develop the modules and libraries that the Government does not have rights to, modify the existing software to meet the new performance requirements, and successfully demonstrate the software's capability by 15 December 2013. The accomplishment of which is not considered feasible. In addition, the establishment of a second version of the GAVELS-NVC software would cause difficulties maintaining interoperability of binaries generated by two separate branches of GAVELS-NVC software code. In order to work out the potential problems that branching may cause would require additional funding and time to the Government in which the Government does not have. The NAICS code is 334220 with a size standard of 750. The proposed contract action is for end items for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability by responding to this notice. This notice of intent is not a request for competitive proposals. The Government will only consider the capability submissions received within fifteen days after date of publication of this notice. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. Information received will be used only for determining whether to conduct a competitive procurement. All responsible sources may identify interest and capability by responding to this synopsis. All respondents must be registered in the System for Award Management (SAM), and have a valid DUNS number, Cage Code, and Tax Identification Number.
